Also attending were members of the Party Committee and the Board of Directors of the Port Dispatching Center, representatives of the Mass Mobilization Department, the Political Department of the 20th Army Corps, and delegates from grassroots Youth Union organizations within the system.
During the period 2022-2025, despite numerous challenges and obstacles, the Youth Union activities and youth movement of the Port Dispatch Center closely followed the emulation movement "Saigon New Port Youth: Pioneering, Creative; United, Achieving Meritorious Deeds; Excellently Completing Production and Business Tasks"; "Promoting Initiatives, Solutions, and Ideas Applying the Achievements of the 4.0 Industrial Revolution", with the goal of: "Enhancing People, Enhancing Work, Enhancing the Organization".

A prime example is the "Youth Ship Unloading Management" model, which operates effectively with at least 4 ships unloaded each week. Among the youth ships unloaded, notable examples include the Maersk Jaipur, Cscl Lima, and St Ever, with an average productivity of 111 containers/hour according to Portstay, an increase of 1.2 containers/hour compared to the previous term, contributing to the overall ship unloading productivity of Tan Cang Cai Lai Port.
Alongside its business activities, the Youth Union of the Port Dispatch Center actively participates in volunteer activities, awarding 150 scholarships and gifts to outstanding students from disadvantaged backgrounds in the Southwestern provinces, donating 150 gifts to orphaned children affected by the Covid-19 pandemic, contributing 115 units of blood to the national blood bank, and donating 30 health insurance cards and over 500 free meals at Le Van Thinh Hospital.
During its term, the Youth Union branch introduced and developed 7 outstanding members for Party membership, and 16 outstanding members participated in master's degree training in the Netherlands and short-term professional training in other countries.

During the 2025-2030 term, the Youth Union of the Port Dispatching Center strives to excellently complete its tasks, focusing on breakthroughs in improving port operation expertise, production management skills, and implementing good conduct to contribute to improving service quality at Tan Cang Cai Lai Port; establishing, maintaining, and expanding models and emulation movements to contribute to building a professional and efficient Port Dispatching Center; and taking the lead in applying technology and digital transformation within the enterprise.
With the spirit of "Unity - Innovation - Enthusiasm - Creativity," the congress focused on discussing many good ideas and innovative approaches, contributing to building a strong Youth Union organization and helping to make the Port Dispatching Center a leading example in the Emulation Movement for Victory of Brigade 20 - Saigon Newport Corporation.

The congress elected the Executive Committee of the grassroots Youth Union, and elected the secretary and deputy secretary of the grassroots Youth Union for the 2025-2030 term.
Following the congress, Colonel Doan Van Uan, Deputy Head of Political Affairs of the 20th Army Corps, chaired a meeting to review the organization and conduct of the congress in order to better organize grassroots Youth Union congresses within the Army Corps.
