Accordingly, implementing the Official Dispatch No. 29/CD-BCĐ-BNNMT dated November 10, 2025 of the National Civil Defense Steering Committee on proactively responding to storms in the East Sea, to proactively respond to storm No. 14 (FUNG-WONG) causing strong winds, big waves, thunderstorms at sea and post-storm floods, the General Staff of the Vietnam People's Army requires agencies and units to strictly maintain on-duty regime, proactively monitor and grasp the situation of storm developments and post-storm floods; deploy preventive measures, ensure safety of barracks, warehouses, and works under construction.

Prepare forces and means to respond promptly and effectively when situations arise; ensure absolute safety of people and means when performing tasks.

Military Region 3, Military Region 4, and Military Region 5 directed the Military Commands of provinces and cities to advise local Party committees and authorities to effectively inspect and review response plans and options, especially in key areas; coordinate with units to mobilize forces and means to help authorities and people evacuate households in dangerous areas to safety; and prevent unfortunate human losses due to carelessness and subjectivity.

The Border Guard Command directed border guards in coastal provinces and cities from Quang Ninh to Dak Lak to coordinate with local authorities to inform about the storm's developments, continue to check, count, and guide ships, boats, and vehicles operating at sea to promptly avoid and take shelter.

The Vietnam Navy and Coast Guard deploy safety measures; prepare forces and means for search and rescue when situations arise at sea and on islands. The Air Defense - Air Force, Corps 18 are ready to conduct search and rescue flights when ordered.

The 12th Corps, the 34th Corps; the Artillery - Missile Command and the corps and arms review and supplement plans and options; prepare forces and means to participate in rescue when requested by the locality.

The Military Industry - Telecommunications Group and the Signal Corps ensure uninterrupted communication to serve the Government leaders and the Ministry of National Defense in conducting civil defense activities.
