Ms. Pham Bich Van, Deputy Director of the Department of Health, said: Cardiopulmonary resuscitation and anaphylaxis treatment are core, urgent, and necessary professional skills for all medical staff . Medical staff, regardless of the medical facility, must master the procedures for cardiac resuscitation and anaphylaxis treatment, practice proficiently, and respond promptly and accurately.

The training program of Bach Mai Hospital is a necessary, widespread, systematic and extremely practical program, contributing to improving the initial emergency capacity for the entire Lao Cai province's grassroots health system. Therefore, in order to successfully implement the training courses, General Hospitals No. 1, 2, 3 and Bao Thang Regional General Hospital will prepare the necessary conditions to meet the requirements. Hospitals, regional medical centers, and health stations create the most favorable conditions for medical staff to fully and effectively participate in the training courses.

The training program is designed according to the Japanese model, including the following stages: Training of source lecturers, theoretical training combined with e-Learning, practical guidance on models, and on-site assessment.
The courses will be implemented from August to December 2025 and held at Bach Mai Hospital, Lao Cai and Tuyen Quang provincial hospitals. This is the first program of Bach Mai Hospital to apply electronic certificates with digital signature authentication, aiming for comprehensive digital transformation in medical training.

It is known that the Board of Directors of Bach Mai Hospital has issued Decisions on exempting all training tuition fees and transferring techniques to all students from Tuyen Quang and Lao Cai provinces - two localities heavily affected by Typhoon Yagi in 2024. The training courses will grant certificates of completion to 10,000 medical staff from Lao Cai and Tuyen Quang provinces with a total support value of more than 22 billion VND.
