TPO - The document of the Ministry of Culture, Sports and Tourism clearly states that when hanging the national flag, be careful not to place the star upside down. The national flag is hung in meeting rooms and halls of all levels of government, state agencies and organizations during important meetings.
In Notice 675/TB-UBND issued in early August, the Hanoi People's Committee requested agencies, units, hospitals, schools and people to hang the national flag on two occasions: the 79th anniversary of the August Revolution (August 19, 1945 - August 19, 2024) and the 79th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2024). According to the notice, on the occasion of National Day, people will hang the national flag from August 31 to September 3. When hanging the flag on the occasion of National Day on September 2, people need to clearly understand some notes, which have been instructed by the Ministry of Culture, Sports and Tourism (VHTTDL) in Document No. 3420/HD-BVHTTDL.

Article 141, Chapter XI of the 1992 Constitution of the Socialist Republic of Vietnam, Circular No. 68/VHTT-TT dated August 24, 1993 of the Ministry of Culture and Information (now the Ministry of Culture, Sports and Tourism) states: "The national flag of the Socialist Republic of Vietnam is rectangular, the width is two-thirds of the length, the background is red, in the middle is a five-pointed yellow star". The center point of the yellow star is placed exactly at the midpoint (the intersection point of the two diagonals) of the national flag. The distance from the center point of the star to the tip of the star is one-fifth of the length of the national flag. Both sides of the national flag have a yellow star that overlaps each other. The background of the national flag is bright red, the star is bright yellow. The document of the Ministry of Culture, Sports and Tourism clearly states that when hanging the national flag, be careful not to turn the star upside down. The national flag is hung in meeting rooms, halls of all levels of government, state agencies and organizations when holding solemn meetings. The national flag is also hung outdoors on major holidays, political events, traditional New Year of the nation and according to the announcement of the Central and local authorities. On the occasion of National Day September 2, many streets across the country were brightly decorated with red flags with yellow stars, creating a beautiful image and arousing patriotism. Associate Professor, Dr. Pham Mai Hung - Vice President of the Vietnam Association of Historical Sciences - expressed that many residential groups and residential areas distributed national flags for people to hang on major national holidays. The residential area where he lives also practices this beautiful lifestyle.

Hanging the national flag must ensure aesthetics and solemnity.
"People always look for a solemn, worthy, and easily recognizable place to hang the national flag. Hanging the national flag must be associated with a sense of responsibility, coming from the heart. That contributes to multiplying people's awareness of important events of the country, thereby arousing and spreading the spirit of patriotism," said Associate Professor Dr. Pham Mai Hung. He also affirmed that the national flag needs to be hung in the right place, on the right occasion with an attitude of respect.

Regulation 974-TTg of 1956 stipulates that the national flag is only hung outside the house on Tet holidays and holidays including New Year's Day, Lunar New Year, the anniversary of the general election on January 6, International Labor Day on May 1, the anniversary of President Ho Chi Minh's birthday on May 19, the anniversary of the August Revolution on August 19, and National Day on September 2.

Other cases where the national flag must be hung according to the announcement of the Government, the Administrative Committee of the district, province or city.
