On the morning of September 17, in Hanoi , the Vietnam Union of Science and Technology Associations held a workshop on "Some opinions of science and technology intellectuals of the Vietnam Union of Science and Technology Associations sent to the 8th Session of the 15th National Assembly".
Speaking at the workshop, Dr. Phan Xuan Dung, Chairman of the Vietnam Union of Science and Technology Associations (VUSTA), said: Collecting opinions, feedback and recommendations from the people before each session of the National Assembly is an important task of the Vietnam Fatherland Front, of which the VUSTA is a member, representing the scientific and technological intellectuals, with a number of up to 2.3 million intellectuals, accounting for 32.5% of the intellectuals nationwide.
The Vietnam Fatherland Front Committee has issued an official dispatch on reporting the people's reflections and recommendations to the 8th session of the 15th National Assembly, to the LHH. This is one of the important channels for the scientific and technological intellectuals to promote their role and responsibility in contributing more basis and arguments, contributing to the improvement of institutions, supervision, and improving the effectiveness and efficiency in law enforcement, so that legal policies can come into life, promoting the overall development of the country.
Dr. Phan Xuan Dung also said that at the 7th Session of the 15th National Assembly, many political and social events have taken place that voters nationwide as well as science and technology intellectuals are interested in. A number of newly issued policies on finance and currency have partly resolved difficulties, promoted recovery and development of production and business for people and businesses. The fluctuations of the real estate market before the new policies on land and housing officially took effect, social security, labor and employment were improved when there were new salary adjustments. Issues of education, health care, vocational training, food safety, environmental protection, and response to climate change have been gradually improved. Most recently, the recovery of the consequences of storm No. 3, which caused severe damage to some northern provinces of our country.
Faced with the above issues, Dr. Phan Xuan Dung hopes that the scientific and technological intellectuals of the LHH will give frank comments on the implementation of the remaining mechanisms and policies, continue to propose, resolve, and provide solutions to contribute to the recovery and development of the country's economy.

At the workshop, Dr. Pham Van Tan, former Vice President and General Secretary of the Vietnam Union of Science and Technology, said: Currently, all legal initiatives and draft laws are mostly implemented by Government agencies and the National Assembly, based on the draft law submitted by the Government, will discuss and, if necessary, request the agency submitting the draft to supplement and adjust. When the majority of National Assembly deputies agree and vote to pass, the law document will be promulgated and implemented.
According to Dr. Pham Van Tan, in addition to the executive branch being assigned the task of drafting legal documents, the National Assembly needs to consider which agencies and organizations should be assigned to draft legal documents to submit to the National Assembly, such as non-state organizations, social organizations, and people are also supported in the initiative of drafting laws, as is international practice.
From the above issue, Dr. Pham Van Tan said that the following terms of the National Assembly should consider increasing the proportion of full-time National Assembly deputies so that the National Assembly can proactively take on the task of drafting legal documents instead of the National Assembly only discussing, commenting and passing as it does now.
MSc. Nguyen Huu Gioi, Chairman of the Vietnam Library Association, said: Our Party's policy on building and developing the Vietnamese intellectual team and some recent Party Resolutions such as: Resolution No. 27-NQ/TW, dated August 6, 2008 of the 10th Party Central Committee "On building the intellectual team in the period of accelerating industrialization and modernization of the country"; Resolution No. 45-NQ/TW, dated November 24, 2023, of the 13th Party Central Committee "On continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period"... thanks to that, the Vietnamese intellectual team is now large in quantity and has increased in quality, including many prestigious scientists/good experts in new fields.
According to Master Nguyen Huu Gioi, LHH is a socio-political organization with many affiliated units (over 200 units nationwide), many prestigious scientists, many good experts in the fields of science and technology. Therefore, it is necessary to regularly organize conferences, seminars, and scientific forums to consult, advise, and criticize major/important strategic decisions of the National Assembly and the Government on major projects/projects/projects related to national economy and people's livelihood./.
