The Provincial People's Committee requested departments, branches, sectors, and district-level People's Committees to continue to carry out well the dissemination and propaganda work, creating high consensus among cadres and party members, and consensus and support from all walks of life on the policy of rearranging administrative units (ADUs) at district and commune levels in the period 2023 - 2025.
At the same time, organize and implement well the collection of voters' opinions, ensuring the order and procedures according to regulations and achieving a high consensus rate on the proposed policies and arrangement plans.
Relevant agencies, units and localities, according to their functions and tasks, actively coordinate with the Department of Home Affairs in the work of developing and completing the Project on arranging administrative units at district and commune levels for the period 2023 - 2025; directly work and seek support from central agencies for contents related to the project, especially contents on planning, assessment and classification of urban areas...
In particular, each level and sector must review and thoroughly implement inspection conclusions and audit recommendations, complete the settlement of investment projects and works in the area before implementing the arrangement of administrative units; pay attention to fully and strictly implementing documents and procedures, especially for transitional projects and works; and carry out specific and complete handover to new administrative units.
The district-level People's Committee with commune-level administrative units subject to the arrangement shall promptly report difficulties, problems, and issues arising during the implementation process (if any); continue to complete the project and carry out the procedures to ensure compliance with regulations and report to the provincial People's Committee (through the Department of Home Affairs) according to the prescribed schedule.
The People's Committees of Nong Son and Que Son districts proactively and actively coordinate with the Department of Home Affairs and specialized agencies of the province in developing and completing the District-level Project for the period 2023 - 2025. The People's Committees of Tay Giang, Que Son and Nam Tra My districts urgently complete the dossier for establishing urban administrative units according to the progress of the arrangement of district-level and commune-level administrative units for the period 2023 - 2025, ensuring the completion of the dossier for submission to competent authorities before June 30, 2024.
Regarding the merger of Nong Son district and Que Son district, the Provincial People's Committee assigned the Department of Home Affairs to complete the documents and procedures to advise the Provincial People's Committee to report to the Provincial People's Committee Party Committee to submit to the Provincial Party Standing Committee for comments on a number of contents related to the district-level project.
After receiving comments from the Provincial Party Committee Standing Committee, the Department of Home Affairs will complete the draft, send a document to the draft project and specify the time for collecting voters' opinions at commune-level administrative units in Nong Son and Que Son districts; if necessary, the time for collecting voters' opinions can be adjusted, but not extended beyond June 7, 2024.
The Department of Home Affairs is responsible for presiding over and coordinating with relevant agencies, units and localities to advise the Provincial People's Committee to complete the Plan for organizational structure, staffing, arrangement of cadres, civil servants, public employees, workers of Party agencies, government, Vietnam Fatherland Front and socio -political organizations of the new district-level administrative unit after the merger of Nong Son and Que Son districts.
