
At the conference, delegates heard a report on the results of coordination between the two localities in establishing an inter-provincial coordination team and developing a plan for reorganizing provincial-level administrative units; they also agreed on the roadmap for implementing the plan.
The inter-provincial coordination team presented seven important groups of content for the leaders of the two provinces to consider, including: the draft plan for the reorganization of provincial-level administrative units; principles and orientations for the reorganization of the organizational structure and personnel; a plan for reviewing transportation infrastructure and arranging working facilities; policies and support regimes for officials and civil servants of Phu Yen province after the merger; housing plans for officials and civil servants of Phu Yen; plans for handling offices and public assets after the reorganization; a plan for investing in and upgrading National Highway 29 connecting Dak Lak with Phu Yen; and orientations for the development of documents for the Provincial Party Congress for the 2025-2030 term.

According to the draft plan, after the merger, Dak Lak province will have a natural area of 1,809.640 km², a population of over 3.3 million people, and 101 subordinate administrative units at the district and commune levels. The province's administrative and political center will be located in Buon Ma Thuot City.
Regarding Party organization, the structure of the Provincial Party Committee, the Standing Committee, and key personnel of the merged Provincial Party Committee will be decided by the Central Committee. The advisory and support agencies of the Phu Yen Provincial Party Committee will be merged into the corresponding agencies of the Dak Lak Provincial Party Committee. The offices of the new agencies will be located in Buon Ma Thuot City.
For public service units, the Dak Lak Political School and the Phu Yen Political School will merge into the Dak Lak Political School, with its main headquarters in Tan Hoa Ward, Buon Ma Thuot City, and a second campus in Phu Dong Ward (Tuy Hoa City, Phu Yen Province). The merged staff will consist of 85 people receiving salaries from the state budget.

The press and broadcasting agencies of the two provinces will merge into Dak Lak Newspaper, with its headquarters at 23 Le Duan Street, Tu An Ward, along with three other supporting facilities in Buon Ma Thuot City and Buon Ho Town.
For the Provincial People's Council and the Provincial Delegation of National Assembly Deputies, after the merger, a joint body will be established, maintaining the total number of People's Council deputies from the two provinces before the merger (120 deputies).
Regarding the Provincial People's Committee, the number of Vice Chairmen of the People's Committees of both provinces will remain unchanged for the time being. Specialized agencies and public service units will be reorganized and merged in their current state. After the reorganization, the Dak Lak Provincial People's Committee is expected to have 13 specialized agencies, 2 agencies equivalent to departments, and 8 affiliated public service units.
