The Government requires localities to review and accurately determine the natural area of newly formed commune-level administrative units after the rearrangement and publicly announce it before September 30, 2025.

Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 1569/QD-TTg dated July 20, 2025 promulgating the Plan to implement resolutions of the National Assembly and the National Assembly Standing Committee on the arrangement of provincial and commune-level administrative units in 2025.

The plan specifically defines the work contents, deadlines, completion progress and responsibilities of relevant agencies and organizations in implementing resolutions on administrative unit arrangement in 2025, ensuring timely, complete, synchronous, unified and effective implementation.

According to the plan, ministries, ministerial-level agencies, government agencies and localities continue to carry out the tasks in the conclusions of the Politburo , the Secretariat, the plan of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 6th Central Conference, term XII, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient; the tasks assigned in Resolution No. 74/NQ-CP, dated April 7, 2025 of the Government promulgating the Plan to implement the arrangement of administrative units and build a model of organizing two-level local governments and Decision No. 758/QD-TTg, dated April 14, 2025 of the Prime Minister promulgating the Plan to implement the arrangement of administrative units and build a model of organizing two-level local governments and other relevant directive documents.

The plan clearly states that ministries, ministerial-level agencies, and government agencies regularly monitor, urge, and promptly provide guidance within their authority or submit to competent authorities for consideration, resolution, and removal of difficulties and problems arising in the process of arranging administrative units and perfecting the organization of the two-level local government apparatus.

The People's Committees of 23 provinces and cities (newly) formed after the arrangement issued plans to implement the resolution of the National Assembly and the National Assembly Standing Committee on the arrangement of provincial and commune-level administrative units in 2025; the People's Committees of the remaining 11 provinces and cities (not implementing the arrangement of provincial-level administrative units) issued plans to implement the resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in 2025 in their localities.

According to the plan, the provincial People's Committee, based on the resolution of the National Assembly Standing Committee and the Government's project on the arrangement of commune-level administrative units in 2025 of its locality, is responsible for reviewing and confirming the accuracy of data on the natural area of commune-level administrative units and sending a report to the Ministry of Home Affairs before August 30, 2025.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Agriculture and Environment to synthesize, report to the Government and the Prime Minister for consideration, approval and publication of data on natural areas of commune-level administrative units of localities before September 30, 2025.

Provincial People's Committees shall organize the implementation of surveying and determining the boundaries of administrative units at all levels in their localities in accordance with the provisions of law to prepare records and maps of administrative unit boundaries at all levels and send them to the Ministry of Home Affairs and the Ministry of Agriculture and Environment before September 30, 2026.

The Ministry of Home Affairs is assigned to preside over and coordinate with the Ministry of Agriculture and Environment and relevant agencies to organize the appraisal and acceptance of administrative boundary records of local levels before December 31, 2026.

According to the instructions in the plan, in case the data on the natural area of a provincial-level administrative unit is different from the data recorded in the resolution of the National Assembly, the Ministry of Home Affairs shall preside over and coordinate with the Ministry of Agriculture and Environment and the People's Committee of that provincial-level administrative unit to report to the Government for consideration and issue a resolution to update and adjust the data on the natural area of the provincial-level administrative unit and publicly announce it on the electronic information portal of the Government, the Ministry of Home Affairs, the Ministry of Agriculture and Environment and the provincial-level administrative unit before the Ministry of Home Affairs decides to accept the Boundary Records of local administrative units at all levels.
