Further strengthen Party building and rectification work

Secretary of the City Party Committee Nguyen Van Quang acknowledged and highly appreciated the sectors and levels in implementing the Resolution of the 13th National Party Congress and the Resolution of the 22nd City Party Congress, thereby achieving many results in many fields.

In the context of the world situation continuing to evolve rapidly, complicatedly and unpredictably in terms of politics , security, economy and society; The domestic and city economies have opportunities, advantages and difficulties, and challenges intertwined, but difficulties and challenges are still the main ones. Secretary of the City Party Committee Nguyen Van Quang requested that Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations review and resolutely, synchronously and effectively implement tasks and solutions according to the full-term working program of the City Party Committee, the Standing Committee of the City Party Committee and the action programs and conclusions of the City Party Committee to implement the Resolution of the 13th National Party Congress, the Resolution of the 22nd City Party Congress, Resolution No. 43-NQ/TW, Resolution No. 26-NQ/TW of the Politburo, Resolution No. 119/2020/QH14 of the National Assembly, ensuring close adherence to and full integration of new policies of the Central and City Party Committee, especially focusing on completing outstanding and behind-schedule tasks, limiting the need for multiple extensions.

This is an important basis and basis for reviewing and evaluating the collective of Party committees, authorities, agencies and units annually and throughout the term.

In addition, resolutely and persistently implement Resolution No. 4 of the Central Committee (term XII, XIII), Conclusion No. 21-KL/TW of the Central Executive Committee on promoting Party building and rectification and the political system, seriously and effectively deploy Plan No. 45-KH/TU on implementing Conclusion No. 21-KL/TW in conjunction with implementing Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW on promoting studying and following Ho Chi Minh's ideology, morality and lifestyle.

All levels and sectors focus on directing the drastic and synchronous implementation of tasks and solutions to improve the leadership capacity and fighting strength of the Party Committee, the quality of cadres and Party members according to Project No. 03-DA/TU and Action Program No. 17-CTr/TU, focusing on effectively and extensively implementing the model of "four good Party cells" and "four good grassroots Party Committees".

The work of disseminating the results of the implementation of the Resolution of the 13th National Party Congress and the resolutions of the Party Congresses at all levels for the 2020-2025 term needs to be promoted in a synchronous and bold manner; spreading positive information, fighting against wrong and hostile viewpoints, bad and toxic information on the internet and social networks.

The City Party Secretary said that the conference agreed to adjust the target for party member development from 2.5-3% to 3-4%, which is a very difficult task, requiring determination and efforts from all levels and sectors of the city.

Therefore, it is necessary to maximize the role and responsibility of the leader in leading and directing the drastic and effective implementation of Conclusion No. 366-KL/TU dated March 24, 2023 of the Standing Committee of the City Party Committee on the work of creating sources and developing party members until 2025 and the following years with the motto "Secure the source, build each source firmly, develop party members to ensure both quantity and quality", "where there are people, there are party members", especially focusing on developing party members in the health, education and training, and business sectors.

At the same time, well organize the vote of confidence for leadership and management positions in the political system in the city; review the planning of the City Party Committee, the Standing Committee of the City Party Committee for the 2020-2025, 2025-2030 terms and key leadership positions of the city for the 2021-2026, 2026-2031 terms, in conjunction with the work of preparing personnel for the Party Congresses at all levels for the 2025-2030 term and the 23rd Congress of the City Party Committee.

The Secretary of the City Party Committee proposed tightening discipline and order; promoting democracy, raising sense of responsibility, setting examples, regularly inspecting and urging, creating strong changes in the performance of public duties; improving ethics, culture, and spirit of serving people and businesses of cadres, civil servants and public employees.

The City Party Committee's Internal Affairs Committee advised on seriously implementing the direction of General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on anti-corruption and anti-negativity at the meetings of the Steering Committee, the Standing Committee of the Central Steering Committee on anti-corruption and anti-negativity, especially the contents at the conference to review 1 year of establishing the provincial Steering Committee on anti-corruption and anti-negativity.

The City Party Committee's Inspection Commission focuses on advising on the inspection and supervision of Party organizations in conjunction with the responsibility of leaders and key officials in places where violations are likely to occur and where there are signs of degradation in political ideology, ethics, and lifestyle.

The Party Delegation of the City People's Council coordinated with the Party Executive Committee of the City People's Committee to direct the city's departments and branches to carefully and thoroughly prepare the content of the preliminary summary of 3 years of implementing Resolution No. 119/2020/QH14 of the National Assembly in the third quarter of 2023, and the preliminary summary of 5 years of implementing Resolution No. 43-NQ/TW of the Politburo in the second quarter of 2024; study and propose the Central Government to issue projects, plans, specific mechanisms and policies, and solutions to remove difficulties and obstacles that have existed for many years related to inspection, examination, and judgment conclusions to remove bottlenecks and create new growth momentum for the city.

Resolutely implement tasks and measures to disburse public investment capital

Regarding socio-economic development tasks, Secretary of the City Party Committee Nguyen Van Quang requested the Party Committee of the People's Committee to direct departments and branches to review, evaluate and analyze the overall growth rate of the city's GRDP, focusing on key and spearhead economic sectors that have contributed greatly to growth and sectors and fields that have declined, identifying specific causes to propose effective tasks and solutions from now until the end of the term.

At the same time, resolutely implement tasks and measures to disburse public investment capital according to the direction of the Government, the Prime Minister and the Standing Committee of the City Party Committee; remove difficulties and obstacles, speed up procedures, implement key, large-scale projects, associated with the commitment of responsibility of the heads of agencies, units and localities; in which clearly define the roadmap, responsibility, and time schedule at each agency, locality and unit, ensuring the completion of annual and term plans; consider this one of the important bases for assessing the level of completion of annual tasks of relevant organizations and individuals.

The City Party Secretary proposed to strive to complete, put into operation and exploit 38 projects and start construction of 27 projects in 2023.

In addition, proactively work with large, strategic investors, accompany investors in proposing the implementation of new projects in key and spearhead areas of the city; focus on removing obstacles to promote investment, implement investment projects outside the State budget, especially projects that have a great impact on the city's socio-economic development.

It is necessary to promote the implementation of Resolution No. 05-NQ/TU of the City Party Committee on digital transformation and related projects; continue to focus on effectively implementing the city's own unique and humane programs and policies such as the City program "4 safe", "5 no", "3 yes" according to new standards; ensure national defense, security and order associated with the implementation of the city's socio-economic development targets; effectively combat and prevent all types of crimes, especially crimes committed by minors and crimes in cyberspace.
