This afternoon, July 22nd, the Department of Health, in coordination with the Ho Chi Minh City Development Commercial Bank ( HDBank ) branch in Quang Tri province, organized a conference to launch a project to install smart medical kiosks. This project aims to promote digital transformation in public healthcare facilities based on the application of population data, citizen identification cards, and electronic identification and authentication nationwide.

This project is linked to the tasks under the Project "Development of data applications on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" (Project 06).
To implement Project 06 in ministries, sectors, and localities in 2024 and subsequent years, the Department of Administrative Management of Social Order (QLHC về TTXH) has assigned the Center for Research and Application of Population Data and Citizen Identification and HDBank to implement a free smart medical KIOSK program for medical facilities nationwide.
The project aims to deploy at least 1,001 smart medical kiosks in public healthcare facilities, promoting cashless payments, providing medical credit to citizens, offering cash advances, and refunding hospital fees and medical expenses linked to electronic health records.
At the event, the Provincial Department of Health and HDBank's Quang Tri branch signed a memorandum of understanding regarding the implementation of a smart medical kiosk installation project.
Accordingly, HDBank Quang Tri sponsored the installation and operation of the KIOSK system, ensuring compliance with the requirements of Project 06, including investment costs, maintenance costs of the smart KIOSK system, costs of electronic identification and authentication of chip-embedded citizen ID cards for patients, costs of collection and account management, infrastructure costs, and 24/7 technical system operation costs...
HDBank will waive 100% of the investment, operation, maintenance, and upkeep costs for medical facilities for a period of 5 years. It will also implement measures to ensure system and data security and safety, and comply with regulations on personal data protection.
Phase 1, implemented in 2024, will involve surveying and installing two smart medical kiosks at Quang Tri Provincial General Hospital and Vinh Linh Regional General Hospital. Phase 2, in 2025, will expand the deployment to the remaining medical facilities in the province.
