Implementing Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science, technology development, innovation and digital transformation

On the morning of June 23, 2025, the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation (Central Steering Committee) held a conference to disseminate and implement Plan No. 02-KH/BCĐTW dated June 19, 2025 on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus. Secretary of the Provincial Party Committee Nguyen Ho Hai; Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai chaired the conference at the Ca Mau province bridge.

Plan No. 02-KH/BCĐTW is an urgent and strategic action plan, clearly demonstrating the comprehensive vision and high political determination of our Party in the current period. The plan aims to concretize the major goals stated in Resolution No. 57-NQ/TW dated December 22, 2024 and Conclusion No. 130-KL/TW dated March 14, 2025 of the Politburo and Secretariat on the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model. Ensuring that the new apparatus after the merger is streamlined in organization and operates smoothly, effectively and efficiently, best serving people and businesses from July 1, 2025 according to the principle of "one unified system - one single data - one seamless service".

At the conference, delegates were informed of the objectives of Plan No. 02-KH/BCĐTW. Accordingly, the urgent period until June 30, 2025 will focus on removing bottlenecks in institutions, infrastructure, and data, ensuring that the two-level local government system after the merger operates smoothly, continuously, and effectively from July 1, 2025.

Breakthrough phase until December 31, 2025, fundamentally overcome shortcomings and weaknesses in digital transformation throughout the political system. Complete shared platforms, standardize and connect important databases, substantially improve the quality of online public services, and create a solid foundation for the next stage of development.

Focus on 8 key groups of tasks and solutions, including: perfecting institutions and legal systems; building digital infrastructure; data; unifying platforms and applications to serve people, businesses and activities in political system agencies; human resources for digital transformation; financial resources; digital transformation in the bloc of agencies of the National Assembly , the Fatherland Front and socio-political organizations, the judiciary and prosecution; ensuring information safety, security and confidentiality.

Speaking at the conference, Politburo member, Standing member of the Secretariat, Deputy Head of the Central Steering Committee Tran Cam Tu requested that the central departments, ministries and branches thoroughly grasp the viewpoints, goals, tasks and time to complete in order to seriously, promptly and effectively implement the plan. At the same time, promptly develop a plan suitable to the reality of their agencies, units and localities to deploy and organize the implementation of the plan of the Central Steering Committee. Heads of central and local Party committees, agencies and units must be determined and resolute in leading and directing the implementation of the plan, considering this a regular political task of their agencies and units. Thereby, directly direct, monitor, inspect, supervise and urge the organization of the implementation of the plan, ensuring the requirements and progress set out, and be responsible to the Politburo, the Secretariat and the Central Steering Committee for the results of the plan implementation. Strengthen coordination to remove difficulties and obstacles, ensure that plans are implemented as required and on schedule, contributing to improving the effectiveness and efficiency of the entire political system and meeting the requirements of serving people and businesses in the new period./.
