Institutional bottlenecks, administrative procedures, capital, and human resources are urgent issues that need to be resolved by local authorities to create a strong "push", creating momentum for the private economy to develop sustainably, effectively, and contribute positively to the economic and social growth of the Mekong Delta region.
The Mekong Delta, the country's largest granary for rice, fruit and seafood, faces a golden opportunity to develop its potential and strengths when Resolution No. 68 of the Politburo was issued on private economic development. Each year, the Mekong Delta contributes up to 50% of rice output, 65% of aquaculture output and nearly 70% of fruit output nationwide. However, according to many experts, the region's private economic sector is still small, fragmented, unconnected and has not yet fully exploited its strengths. Many businesses face difficulties in accessing land, credit, science and technology and high-quality human resources. The value chains of key agricultural products still lack leading enterprises and lack linkages between production, processing and consumption.
Mr. Pham Thai Binh , Chairman of the Board of Directors, Trung An High-Tech Agriculture Joint Stock Company, Can Tho, said that Resolution 68 is considered an institutional "push" for the private economy, opening up expectations to remove barriers in institutions, planning, infrastructure and policies to create a favorable and fair investment environment for private enterprises. Along with that, promoting administrative reform, simplifying procedures, and making the business environment transparent are considered urgent issues today to attract businesses to invest in the fields of agricultural processing, agricultural logistics, developing digital infrastructure and innovating growth models associated with circular economy and green agriculture.
"Resolution 68 must once again reaffirm the role of private enterprises is very necessary, so for us, we are very happy about this issue. The second issue is that Can Tho city now includes Can Tho city, Soc Trang and Hau Giang, I think this is extremely necessary for current economic development. It meets Resolution 68, because with open space, it is for private enterprises to develop," said Mr. Pham Thai Binh.

In recent times, many localities in the Mekong Delta have proactively accompanied businesses through support, connecting supply and demand, and encouraging creative startups. Thereby, businesses have boldly invested in deep processing technology, building brands, and connecting to international markets. Typically, in Dong Thap, the linkage model between businesses, cooperatives, and farmers is increasingly developing, contributing to increasing the value of agricultural products. Or in Can Tho, industrial parks, innovation centers, and logistics are being invested in, creating an infrastructure foundation for the private economy to break through.
According to the assessment of VCCI Mekong Delta branch, Can Tho city is maintaining the growth rate and the economic scale of the city is equivalent to that of big cities, reaching about 250,000 billion VND. Currently, the city has many advantages in infrastructure such as airports, seaports, industrial parks, and will continue to be developed in the future, these are advantages to attract businesses. However, the challenge facing the city today is that the number of newly established businesses is still low compared to neighboring localities; the number of businesses leaving the market is still high.
Mr. Nguyen Phuong Lam, Director of VCCI Mekong Delta Branch, said that to attract businesses, Can Tho needs to improve its transport infrastructure, logistics, and high-tech and information technology zones to meet the needs of businesses. Along with that, there needs to be a clear development strategy, concretizing the Central resolutions so that businesses can access and benefit. At the same time, pay attention to and support potential businesses to contribute to improving the image of Can Tho.
"The business community and investors are in dire need of the city to clearly plan the city's development strategy, especially when merging, businesses are expecting a new planning, adjusting the planning, changing the planning and updating the planning. Secondly, there are action programs to implement the Central Resolution, especially Resolution 57 and Resolution 68. To implement that resolution, there must be an action program, businesses benefit because how businesses approach is the problem we are in dire need of the government, the Party Committee, and the city government to have more specific things," Mr. Nguyen Phuong Lam shared.

Resolution 68 is expected to create leading enterprises in the fields of agricultural processing, agricultural logistics, digital infrastructure development and innovation of growth models associated with circular economy and green agriculture in the Mekong Delta. Along with that, it is necessary to arouse the spirit of entrepreneurship and innovation in the business community.
Mr. Do Thanh Binh, Secretary of the Can Tho City Party Committee, said that the support of the business community has made important contributions to the city's economic and social development in recent times. He hopes that the business community will continue to support the city in implementing the city's development goals and tasks in the coming time, especially in implementing Resolution 68 of the Politburo.
"The private economic sector in the city is very large, increasing on average by 5-6% annually, with enterprises with 50 billion VND or more accounting for 4% of total operating revenue, and is an important force to promote innovation, labor productivity, and increase national competitiveness. It can be assessed that many private enterprises have grown strongly, and have also affirmed their brands domestically and in the world market. The city also has directed the good implementation of Resolution 68, which is to completely eliminate perceptions, thoughts, concepts, and even prejudices about the private economy, and consider the private economy as soldiers on the economic front, and businesses accompany the city," Mr. Do Thanh Binh emphasized.
