Check the progress of the Smart Agricultural Value Chain Development Project

On October 10, Comrade Chau Van Hoa - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee led a working delegation to inspect the progress of the project on developing a smart agricultural value chain to adapt to climate change in Tra Vinh (CSAT Tra Vinh).

Comrade Chau Van Hoa - Provincial Party Committee member, Vice Chairman of the Provincial People's Committee spoke at the inspection session.

The project is funded by the International Fund for Agricultural Development (IFAD), with a total capital of 31.6 million USD, implemented in the 2022-2026 period with 3 components: value chain development, investment in climate change adaptation infrastructure and project management.

By September 2025, the project had deployed 31 construction packages, worth more than VND 243 billion, reaching about 78% of the volume; of which 7 packages were completed, 8 packages were being extended; the disbursement rate of public investment capital reached 29.04%, expected to complete 100% of the 2025 plan.

Non-construction activities are implemented synchronously, contributing to capacity building for cooperatives, enterprises and farmers. Currently, the Project Management Board is completing procedures for two new ODA projects, including AF-FAD and KOICA on green circular economy , expected to be implemented in the period 2025-2029.

Mr. Hong Ngoc Hung - Deputy Director of the Department of Finance, Director of the Tra Vinh CSAT Project Management Board reported on the progress of ODA projects.

Previously, the Working Group inspected the progress of the construction of climate change adaptation infrastructure in An Phu Tan commune (package 50) under the project worth more than 13 billion VND, with an implementation period of 360 days (from November 29, 2024 to November 23, 2025), with an additional 45 days due to additional volume. Currently, the contractor is completing the foundation, asphalt and sidewalks, expected to be completed before January 8, 2026.

Vice Chairman of the Provincial People's Committee - Chau Van Hoa requested the investor to coordinate with local authorities to continue to mobilize people, adjust the route to suit the current situation, ensuring harmony between investment goals and actual needs. Urgently speed up construction progress, ensure construction safety and quality; prioritize disbursement for items with accepted volume.

For the 2025 plan, the Management Board needs to complete documents, speed up site clearance, complete 8 value chains and continue to direct strongly to ensure the progress and quality of capital disbursement, contributing to sustainable agricultural development and climate change adaptation.
