
In the first 6 months of the year, administrative reform has had positive changes, achieving quite comprehensive results in all 6 contents: Institutional reform; administrative procedure reform; reform of the state administrative apparatus; reform of the civil service regime; public finance reform; building and developing e-Government and digital Government. The business environment has many upgraded indicators (the business environment increased by 12 places, ranked 106th in the world economic freedom index; ranked 46/132 countries and economies in the global innovation index). Ministries and branches have reduced and simplified 168 regulations; the digitization of records in ministries and branches reached 31.1%, in localities reached 53.2%...
In the coming time, the Government Steering Committee has set out 7 tasks, focusing on promoting the role and enhancing the responsibility of leaders in leading and directing the implementation of administrative reform tasks; strengthening the work of urging, monitoring, evaluating, inspecting, checking, and disseminating information on administrative reform. Ministries and agencies will speed up the review, arrangement, and consolidation of functions, tasks, and organizational structures of affiliated agencies and units, meeting the criteria prescribed by the Government; reorganizing the internal apparatus in conjunction with streamlining the payroll and improving the quality and efficiency of operations of each agency and unit. Promote institutional reform, focusing on removing legal obstacles for production and business. Focus on developing information technology infrastructure, digital infrastructure, ensuring connection, sharing of synchronous and unified data...
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the efforts, attempts and achievements of ministries, branches and localities; the drastic direction of the members of the Steering Committee for Administrative Reform in the past time has made positive and important contributions to the overall success of the whole country. In addition, the Prime Minister said that the backlog of detailed regulations and law and ordinance implementation documents has not been completely resolved. Administrative procedure reform still faces many challenges, procedures are still cumbersome; the implementation of the plan to simplify administrative procedures is still slow. The direction and management work at some ministries, branches and localities is not drastic; the role of the leader has not been promoted; administrative reform activities in some places are still formalistic, not really taking people and businesses as the center. The quality of civil servants and public employees in some places has not met the requirements; discipline and order are not high; there is still a mentality of fear, avoidance and shirking responsibility.
The Prime Minister requested to further raise awareness of the role, position, importance and influence of administrative reform on the country's development. Promote all 6 contents of administrative reform, including reviewing obstacles and bottlenecks to find solutions. Promote dialogue and share difficulties and obstacles of people and businesses. Continue to promote reform of the civil service regime, improve discipline, administrative discipline, and prevent corruption. Deploy the construction of e-Government, digital Government; national digital transformation according to the approved plan and roadmap. Complete national databases, specialized databases; strengthen connectivity and data sharing among agencies and localities to serve data analysis and processing; support data-based direction and administration to improve the effectiveness and efficiency of state management and the quality of public service provision for people and businesses. Promote non-cash payments in all fields. Focus on reorganizing administrative units at district and commune levels. Strengthen inspection, examination, improve administrative discipline and order; promote propaganda on administrative reform.
