Deploying new school year tasks: 10 tasks paving the way for breakthroughs

This is considered a guideline for educational institutions to concretize into action, both ensuring fairness, improving quality, and promoting digital transformation and international integration.

Strategic orientation for the entire industry

On August 20, 2025, the Ministry of Education and Training issued Decision No. 2358/QD-BGDDT on the plan of tasks and key solutions for the 2025-2026 school year of the Education sector with 10 key tasks and solutions to effectively implement the Party and State's guidelines and policies on education and training.

According to Mr. Ha Quang Hai - Principal of Long Coc Secondary School (Long Coc, Phu Tho ), with these 10 tasks and solutions, the Ministry of Education and Training has presented an overall picture, balancing between content innovation - quality improvement - administrative modernization - comprehensive human development. The tasks are designed in a logical chain, from institutions to staff, facilities, education quality, integration and digital transformation. This shows that education is moving towards professionalization, modernization, and gradual international integration.

“It can be said that the key tasks and solutions proposed by the Ministry of Education and Training not only provide strategic orientation for the entire sector but also serve as a “compass” for each school and locality to concretize into appropriate action plans, towards a fair, quality, integrated, and modern education,” said Mr. Ha Quang Hai.

Located in a mountainous area, mostly inhabited by ethnic minorities, with difficult economic conditions, and inconsistent facilities, resources, and teaching staff, Mr. Ha Quang Hai said that Long Coc Secondary School in the 2025-2026 school year will focus on the number 1 priority task of ensuring equality in access to quality education - considering this as the foundation for other tasks to take effect. At the same time, the school focuses on improving teaching and learning conditions and enhancing staff capacity, thereby gradually improving the quality of comprehensive education, reducing the gap with the plains.

Mr. Nguyen Ngoc Hien - Principal of Huong Vinh High School (Hoa Chau Ward, Hue City) also assessed that the 10 key tasks and solutions for the 2025 - 2026 school year demonstrate comprehensiveness, synchronization, and coverage of core aspects of the education system; focusing on 3 core contents: Governance, quality and technology, and educational integration.

Implementing these 10 tasks and solutions, Huong Vinh High School will focus especially on the task of in-depth innovation in the implementation of the 2018 General Education Program; strongly promoting digital transformation and the application of artificial intelligence (AI); enhancing socialization and mobilizing resources outside the school to enhance innovation in content and methods of ethics education, lifestyle, life skills, career education, contributing to improving the quality of education. These are long-term strategic tasks, with comprehensive and synchronous impacts on the quality of school education.

Deploying the tasks of the new school year, Mr. Tran Huy Hoang - Principal of Hoang Cong Chat High School (Thanh An, Dien Bien) said that the school's number 1 key task is to improve the quality of teaching and learning, assessment according to the 2018 General Education Program, linking career guidance, streaming and preparing for the 2026 High School Graduation Exam; at the same time, using digital transformation/AI to personalize learning and effectively manage the school.

Specifically, the school will complete the school education plan in accordance with the conditions of the staff and facilities; expand elective learning, STEM clubs; increase practice, projects, and small research for students. 100% of professional teams standardize matrices and test questions according to the requirements; use digital transcripts, electronic grade books, school management software, and national databases to monitor the progress of each student; provide early support for at-risk groups.

Increase the rate of students meeting foreign language proficiency standards; invite foreign language centers to send native collaborators/volunteers according to the mechanism of mobilizing high-quality resources to supplement, conduct extracurricular activities and exchange foreign language teaching methods with teachers and students.

Coordinate with colleges, universities and the Department of Culture and Society to complete local career maps; connect businesses, colleges and universities to advise on post-high school pathways. Pilot AI learning assistants (digital documents, question banks, learning suggestions). Promote physical education, school health, school safety and security, etc.

Identify advantages and disadvantages

Having identified the key tasks for the new school year, Mr. Ha Quang Hai acknowledged that, in addition to advantages, Long Coc Secondary School has certain difficulties. Accordingly, the advantage is that the school receives attention from the Ministry of Education and Training, the Department of Education and Training with many priority policies for particularly difficult areas; especially in terms of facilities, staff and student support through national target programs.

The majority of the management staff and teachers are responsible, have a long-term commitment to the locality, and have experience in teaching ethnic minority students. The majority of students are well-behaved, polite, and conscious of preserving the national cultural identity. Parents trust the school. Local authorities and mass organizations closely coordinate and support educational work.

The school's challenges come from the fact that many families are still poor, some students lack the means to study, and parents often work far away, so they don't pay much attention to their children's studies. The school also lacks teachers in some subjects.

Some classrooms, functional rooms, and laboratory equipment are not synchronized; the Internet connection is weak, hindering digital transformation. In particular, some subject classrooms were built a long time ago but until now do not ensure the required area. Psychologically, some students are still self-conscious, afraid of communication, lack life skills, and easily drop out of school when facing difficulties.

Regarding Huong Vinh High School, Mr. Nguyen Ngoc Hien said that key tasks are often built on the Resolutions and Directives of the Party and the State on education, and the guidance of the Department of Education and Training to create a legal framework and clear direction for implementation. Inheriting and promoting the results achieved in previous school years is also an advantage in implementing tasks.

In addition, the school receives great attention and support from parents, the community and the whole society for educational activities. The teaching staff is increasingly improving their professional qualifications and skills, ready to approach and implement new tasks.

Regarding difficulties, according to Mr. Nguyen Ngoc Hien, due to the requirement of innovation in teaching methods, testing and evaluation, teachers and managers still face difficulties in adapting and learning deeply to carry out the educational tasks of the 2018 General Education Program. Financial resources, facilities and equipment still do not fully meet the needs despite investment.

The quality of enrollment is not high, so students have differences in ability and circumstances, requiring flexible and personalized solutions in the process of implementing tasks. Due to limitations in infrastructure and technology skills of a part of teachers, the application of information technology in education is not high.

“The school will take advantage of favorable conditions as leverage, and proactively seek solutions to overcome difficulties to effectively carry out key tasks for the 2025-2026 school year. Thus, favorable conditions will create a foundation and motivation, while difficulties require efforts and flexible application of appropriate solutions to overcome them,” Mr. Nguyen Ngoc Hien shared.

At Tran Hung Dao Primary School (Eakar, Dak Lak), according to Principal Luong Thi Hong, in the 2025-2026 school year, the school will focus especially on the following tasks: Implementing digital transformation well, applying information technology in management and teaching; improving the quality of the staff, encouraging teachers to self-study and research to improve their professional and technical capacity; enhancing life skills education, developing students' qualities.

Ms. Luong Thi Hong said that the school's advantage is that it has a team of enthusiastic and dedicated teachers who are always ready to study and improve their professional skills. Students are agile, dynamic, well-coordinated, and effectively absorb new learning methods, especially digital technology. Many software and online learning platforms support teaching and management.

In addition, the school faces difficulties due to lack of teachers, degraded facilities, lack of timely attention to functional rooms, and failure to respond well to program implementation. A few parents do not really care about their children and still have the mindset of leaving it all to the teachers. There is still a shortage of teachers.

Proactively deploy school year tasks

To best carry out the tasks of the new school year, Ms. Luong Thi Hong said, Tran Hung Dao Primary School (Eakar, Dak Lak) will develop a specific and flexible plan to carry out the tasks of the school year according to actual conditions. Organize professional training courses for teachers, thematic activities, increase class observation, and share experiences. Timely encourage and recognize teachers with outstanding achievements. Regularly check and periodically evaluate to monitor the progress of implementing key tasks. Listen to opinions from the community to improve the quality of education...

“The school hopes that leaders at all levels will continue to pay attention to supporting the school with funding to build facilities, invest in modern teaching equipment and supplement the number of teachers lacking; support funding for teacher training and organize experiential activities. The school also hopes to be provided with free documents, software, and courses to improve teachers' capacity; provide textbooks, and support funding for poor students and students in especially difficult circumstances,” Ms. Luong Thi Hong proposed.

Mr. Nguyen Hong Son - Principal of Tan Minh Secondary School, said that the first important solution is to quickly improve State management when implementing two-level local government; provide professional training for officials in charge of education at the commune level. The Ministry of Education and Training has proposed feasible tasks and solutions. However, some solutions require specific intervention and involvement of the government, not just stopping at the level of policies, directions and orientations.

Mr. Ha Quang Hai - Principal of Long Coc Secondary School proposed to allocate funding for the school to renovate and upgrade facilities and equipment for teaching and learning; especially information technology infrastructure for digital transformation. Have special incentive policies to support and attract good teachers to work in mountainous areas. Strengthen training on skills and management techniques for management staff according to the two-level local government model. Organize professional training and teaching skills for secondary school teachers in ethnic minority areas.

For Long Coc Secondary School, solutions for the 2025-2026 school year have also been determined. Accordingly, the school will maintain good universalization work, mobilize students to attend classes, and prevent dropouts. Develop plans and organize remedial classes for students with poor academic performance; implement a support program for poor students.

Actively train teachers in professional skills, especially differentiated teaching methods and experiential teaching suitable for ethnic minority students. Strengthen the application of information technology and innovate testing and assessment in the direction of capacity development. Propose to superiors to supplement the shortage of teachers, and proactively propose the transfer and secondment of teachers between schools in the same commune. Make plans to effectively use the State budget and mobilize socialized education...
