Deploying the emulation movement "Management and use of social policy credit capital" in Tay Ninh province

Through the emulation movement, it is aimed at ensuring that social policy credit capital is strictly managed, used for the right purposes, and promoted effectively, helping poor and near-poor households, small businesses and other policy beneficiaries have access to capital for production, business and improving their lives. At the same time, encourage and motivate organizations and individuals to participate in social policy credit activities, contributing to the implementation of the goal of sustainable poverty reduction, job creation, and ensuring social security in the province; creating a competitive atmosphere, solidarity, overcoming difficulties, and striving to complete assigned tasks well.

The emulation content focuses on improving the effectiveness of social policy credit in the new period, contributing to the successful implementation of national target programs, programs, projects, and socio-economic development plans of the province; narrowing the gap between the rich and the poor between rural and urban areas; ensuring national defense and security, maintaining political and social stability; meeting the people's aspirations, and strengthening the people's trust in the Party and the State. In particular, focusing on 03 main contents including:

Social policy credit implementation Strengthen the participation of the entire political system to effectively implement the policy of social credit socialization; focus more resources on social policy credit. Timely resolve difficulties and obstacles in the implementation process; regularly direct the consolidation and improvement of the quality of social policy credit. Investigate, review and supplement poor households, near-poor households and newly escaped poverty households as a basis for implementing social policy credit programs; link social policy credit with rural agricultural development, new rural construction, education development, vocational training, job creation, ensuring social security and sustainable poverty reduction.

Strengthen the propaganda of the Party's guidelines and the State's policies and laws on social policy credit on mass media about new policy credit programs, the effectiveness of social policy credit being implemented, good production and business models, typical examples in borrowing capital, creating livelihoods, creating jobs, and rising out of poverty to become rich legitimately.

Strengthen inspection and control work; strictly implement industry regulations; improve the effectiveness of entrustment methods to socio-political organizations; proactively and effectively mobilize, manage and use capital; strengthen activities at commune transaction points, and publicly and democratically implement social policy credit so that all classes of people know and supervise.

Encourage and motivate organizations and individuals to participate in social policy credit activities, contributing to the goal of sustainable poverty reduction, job creation, and ensuring social security in the province.

The form of reward is a Certificate of Merit from the Chairman of the Provincial People's Committee. The reward criteria are based on the level of participation, direction, coordination in organizing the implementation of the social policy credit program; the effectiveness of management, inspection, and supervision of social policy credit capital sources; the results of the implementation of the plan to reduce the rate of overdue debt and outstanding interest; the results of savings and borrowing activities (the rate of households saving, the quality of Savings and Borrowing Group activities, etc.); the issuance of directive documents, the organization of meetings and periodic inspections; the quality of records and books and the handling of violations in the process of implementing social policy credit.

The subjects eligible for reward for collectives are the People's Committees at the commune level; the Vietnam Fatherland Front at all levels; the entrusted socio-political organizations at all levels including: the Women's Union, the Veterans Association, the Farmers' Association and the Youth Union (hereinafter referred to as socio-political organizations); the Provincial Social Policy Bank Branch; the professional departments of the provincial headquarters; the transaction offices of the Social Policy Bank. For individuals who are members of the Representative Board of the Social Policy Bank at all levels; the Standing Committee of the Party Committee of the commune/ward; the leaders of the People's Committee at the commune level; the officers of the entrusted socio-political organizations at all levels; the Head of the Savings and Loan Group; the officers of the Provincial Social Policy Bank Branch.

Based on the emulation evaluation results of collectives and individuals, the Emulation and Reward Council of the Social Policy Bank Branch of Tay Ninh province considers submitting to the Chairman of the Provincial People's Committee to award annual Certificates of Merit to no more than 05 collectives and 10 individuals.

This plan applies from 2025 onwards, with the award review and award review once a year in January of the following year; by January 10 at the latest, the Social Policy Bank Transaction Offices will send their documents to the Emulation and Award Council of the Tay Ninh Provincial Social Policy Bank branch to select, review and award the collectives. Based on the collective results, the Emulation and Award Council of the Provincial Social Policy Bank branch will allocate individual award targets to the units for selection, review and synthesis to submit to the Chairman of the Provincial People's Committee for award according to regulations./.
