According to forecasts, the tropical depression in the East Sea is gradually strengthening. By 10:00 a.m. on September 19, the tropical depression will strengthen into a storm with a level 8 intensity, gusting to level 10, the storm center is in the coastal waters from Quang Tri to Quang Nam , about 110km East Southeast of Quang Tri.
On the afternoon of September 19, the storm made landfall in Quang Tri - Quang Nam, then weakened. From September 18-19, from Ha Tinh to Quang Ngai, there will be heavy to very heavy rain from 100-300mm, some places over 500mm; Thanh Hoa, Nghe An from 70-150mm, some places over 250mm; Central Highlands from 40-80mm, some places over 150mm.
According to the report of the Border Guard Command, as of 11:00 on September 18, 66,960 ships/306,725 people have been counted and instructed to know the developments and movement direction of the tropical depression to proactively move to avoid it. There are no vehicles in the danger zone; vehicles in the affected area are moving to avoid it. Quang Binh is prohibited from the sea from 0:00 on September 19, 2024.
According to the report of the Department of Fisheries as of 13:00 on September 18, the coastal areas and seas of provinces and cities from Ninh Binh to Binh Dinh currently have 80,024 hectares, 22,152 cages, rafts, 684 aquaculture watchtowers and 83 fishermen.
In the North Central provinces, the area of summer-autumn rice that has not been harvested is 12,000 hectares; 113,000 hectares of winter-spring rice are in the waxy-milky stage, ready for harvest.
In the South Central provinces, the remaining 19,000 hectares of summer-autumn rice are being prepared for harvest; the unharvested winter-spring rice area of 25,000 hectares is in the ripening stage, preparing for harvest.
Reporting at the meeting, leaders of the People's Committees of the provinces and cities of Thua Thien Hue and Da Nang said that, implementing the direction of the Prime Minister and the Ministry of Agriculture and Rural Development, localities have proactively set up inspection teams for boat docks, lakes, and dams, developed response plans, mobilized forces, vehicles, and materials, and are ready to respond to natural disasters.
Colonel Pham Hai Chau, Deputy Director of the Department of Search and Rescue (General Staff of the Vietnam People's Army) recommended that, from the practical lessons of storm No. 3, to respond to storm No. 4 which can cause heavy rain, localities need to quickly check landslide areas, because landslides are very difficult to predict. Alert each household when there is an emergency situation as quickly and best as possible so that people can move.
Deputy Minister Nguyen Hoang Hiep requested that from the lesson of storm No. 3, localities must absolutely not be subjective. Provinces and cities call on all ships to come ashore, shelters to anchor safely, especially small and medium-sized transport ships. Focus on reviewing the flood situation and have plans to evacuate people.
According to Deputy Minister Nguyen Hoang Hiep, in addition to being ready with solutions to respond to floods, localities need to proactively harvest rice fields immediately. At the same time, they need to proactively review reservoirs, especially hydroelectric reservoirs, strictly follow operating procedures, and have response plans from the present time. Localities must focus on directing solutions and mobilizing maximum on-site forces, especially the police and military, to ensure safety and limit damage caused by the tropical depression that could strengthen into storm No. 4.
