On May 15, the Government Office issued Notice No. 176/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on tuition fees and textbooks for the new school year.

Accordingly, regarding tuition fees, the Ministry of Education and Training focuses on implementing Resolution No. 74/NQ-CP of the Government; presides over and coordinates with the Ministry of Justice , the Ministry of Finance, the Ministry of Labor, Invalids and Social Affairs, and relevant agencies to urgently amend and supplement Decree No. 81/2021/ND-CP dated August 27, 2021 according to simplified procedures and submit to the Government before May 30 so that localities and educational institutions have a basis to decide on the time and level of tuition fees for the 2023-2024 school year.
The Deputy Prime Minister requested that the issue of tuition fees be assessed fundamentally, comprehensively and holistically to propose policies and roadmaps for collecting tuition fees for preschool and generaleducation in accordance with people's ability to pay; and that there be support mechanisms for policy beneficiaries, the poor, the disadvantaged, and people in difficult areas to ensure the implementation of the humane and superior policies of the Party and State in universalizing preschool, primary and secondary education.
The Deputy Prime Minister requested to continue promoting the socialization of education and autonomy for public preschool and general education institutions in areas with favorable conditions; focusing the state budget on investment in education development in disadvantaged areas, mountainous areas, remote areas, ethnic minority areas, and islands; compensating for the increased tuition fees of public preschool and general education for policy beneficiaries, disadvantaged and vulnerable groups. Ensuring the regime, policies, and income for teachers in these areas.
Regarding tuition fees for higher education and vocational education, the Ministry of Education and Training will study an appropriate roadmap and soon apply tuition fee policies in the direction of calculating correctly and sufficiently to promote and improve the quality of higher education and vocational education; deploy appropriate support mechanisms and policies (scholarships, tuition exemptions and reductions), allocate funds from target programs; implement preferential credit programs for students; implement human resource ordering mechanisms of ministries, branches, organizations, enterprises, etc. so as not to reduce the opportunities to enter universities, especially high-quality universities for policy beneficiaries, poor but excellent students, and disadvantaged people.
Regarding the issue of textbooks for the new school year, Deputy Prime Minister Tran Hong Ha requested the Ministry of Education and Training to proactively implement solutions to ensure adequate textbooks, to avoid shortages and shortages for the new school year 2023-2024; to promptly inform about the progress of printing and distributing textbooks for all grades to reassure people and create social consensus. The Ministry of Finance is responsible for reviewing and informing about the results of price declarations for textbooks for grades 4, 8 and 11 according to the new general education program so that localities can choose and register their needs to buy textbooks in a timely manner.
