It is expected that at the 9th session in 2025, the Government will submit to the National Assembly a report on salary reform, pension adjustment, social insurance benefits, and preferential policies for people with meritorious services and social benefits. The Ministry of Home Affairs is planning to research and review salary policies to report to the Government to submit to the National Assembly in 2025.

In 2024, the Ministry of Home Affairs coordinated with relevant agencies to develop and submit to the Politburo for issuance of Conclusion No. 83, which served as the basis for the National Assembly to pass Resolution No. 142. The Ministry of Home Affairs also advised the Government, the Central Steering Committee and the Politburo to discuss thoroughly to ensure a suitable, certain and effective salary reform roadmap.

Notably, the public sector salary reform has implemented 4/6 proposed contents, notably increasing the basic salary by 30%, from 1.8 million VND to 2.34 million VND - the highest increase ever.

The annual bonus fund is also supplemented, equivalent to 10% of the total salary fund of agencies and units. These adjustments received consensus and excitement from the staff, civil servants and public employees.

At the same time, the Ministry of Home Affairs has coordinated with the Ministry of Labor, War Invalids and Social Affairs to adjust pensions, social insurance benefits and other subsidies, creating positive impacts on many target groups and being highly appreciated by public opinion.

In 2025, the Ministry will continue to guide 51 localities to complete the arrangement of district and commune-level administrative units according to the plan for the 2023-2025 period.

This is to stabilize the organizational structure, arrange staff and handle public assets after the reorganization, creating conditions for organizing Party congresses at all levels. At the same time, plans to merge administrative units that do not meet the criteria on area and population according to Resolution No. 35 of 2023 will continue to be proposed to ensure the roadmap to 2030.
