On August 28, in Hanoi, the leaders of Ca Mau province had a meeting and worked with the leaders of T&T Group. The two sides discussed and exchanged on investment research and trade promotion opportunities to promote the socio-economic development of Ca Mau province.

Proposing investment in many strategic projects on real estate and infrastructure
After merging Bac Lieu province into Ca Mau according to Resolution 202/2025/QH15 of the National Assembly, Ca Mau now has an area of over 7,942 km2 with 64 commune-level administrative units and a population of about 2.6 million people. The southernmost land is positioned as the center of aquaculture - energy - eco-tourism of the Mekong Delta; at the same time, it plays a strategic role in the development of the country's sea and islands. In particular, after the merger, Ca Mau owns a wide open development space, with many potentials and outstanding advantages.
Recognizing the strengths and potential of Ca Mau Cape, T&T Group – the leading multi-industry private economic group in Vietnam has proposed to study and invest in many large, strategic breakthrough projects. These proposed groups have been agreed upon and highly appreciated by the leaders of the Provincial People's Committee.
Specifically, in the real estate sector, T&T Group proposed to study investment in the Hon Khoai island cluster area with the idea of developing a port urban model (City Port) like in Rotterdam, the Netherlands. City Port is a type of urban area whose formation, development and socio-economic characteristics are closely linked to the operation of the seaport. In terms of structure, City Port will include port - industrial - logistics areas; transition areas; urban development areas and rear areas. This is not simply a city with a port, but the seaport plays a key role in promoting urban development.
In the Ca Mau airport area, T&T Group proposed to study and invest in an airport urban area following the very successful model at Changi (Singapore). With the airport located at the core, the surrounding areas will be planned to become vibrant economic, financial, commercial, tourism and entertainment complexes; thereby creating a stronger driving force for development in the southernmost land of the Fatherland.
In addition, businessman Do Quang Hien's company also proposed to study investment in industrial and logistics areas in Nam Can Economic Zone.

Particularly in the field of transport infrastructure, Ca Mau is currently making breakthroughs in planning. The most prominent are the key expressways Can Tho - Ca Mau, Ca Mau - Dat Mui as well as the traffic route connecting Ca Mau Cape to Hon Khoai Island. When completed, the above routes will contribute to promoting socio-economic development, ensuring national defense and security; at the same time, opening up new development space, creating favorable conditions for trading goods, developing services and attracting investment.
In particular, the investment in the construction of key projects is also of great significance when connecting the seaport in Hon Khoai, creating an international gateway, turning this land into a key economic seaport cluster; thereby contributing to realizing the development orientation of Hon Khoai to become the "Southernmost Continent" of the country.
Current status and planning of road traffic infrastructure in Ca Mau province.
For this specific field, T&T Group proposed to study and invest in the expressway connecting Ca Mau City and Bac Lieu City in the form of PPP. The route is expected to connect directly to the national expressway system, thereby forming a coastal expressway for the entire Mekong Delta region. A representative of T&T Group added that when completed, the route will create an important socio-economic development corridor, helping the locality to maximize the advantages of land funds and the current status of existing traffic infrastructure; contributing to creating a driving force for the development and economic restructuring of Ca Mau in the future.
Accompanying Ca Mau in many strategic fields
Particularly in the field of energy and industry, thanks to its location surrounded by the sea on three sides, Ca Mau is considered the energy center of the whole region. According to experts, the total electricity capacity that can be exploited in the southernmost land of the country is currently very large when Ca Mau is the leading locality in the country in wind power; while the ability to develop other renewable energy sources such as solar power, biomass power from agricultural and aquatic by-products is also high.
According to the Adjustment of Power Plan VIII approved in Decision 768/QD-TTg dated April 15, 2025, by 2030, Ca Mau province (old) will plan to develop 15 more wind power projects and 1 solar power project. Of these, 9 projects currently have no investors. Meanwhile, in Bac Lieu (old), by 2030, there will be 18 more wind power projects and 1 solar power project planned for development. Of these, 17 projects have no investors.
Based on this reality, T&T Group has proposed to study investment in projects already included in the Adjusted Planning; at the same time, it is recommended to accompany the locality in planning consultancy work, implementing pre-feasibility studies on the potential for clean energy development. The goal is to turn Ca Mau into a leading "export hub" of electricity in the Mekong Delta and Vietnam.
T&T Group proposes to invest in renewable energy sector in Ca Mau.
In the field of urban planning, T&T proposes to develop an education, sports and cultural center in the old Bac Lieu area based on the historical and cultural foundations of the area. In addition, T&T Group is also willing to support, guide the exploitation and management of the Provincial Sports Complex; research and expand youth football training in the locality.

The Executive Chairman of T&T Group emphasized that, in addition to the projects being proposed for investment research, with the advantage of having extensive cooperation with international corporations and the world's leading experts, T&T Group is ready to accompany Ca Mau in stages such as urban planning consultancy; traffic connection planning; infrastructure investment, renewable energy; cultural - sports - tourism development... as well as proposing many new ideas for local socio-economic development.

According to Mr. Lam Van Bi, Vice Chairman of the People's Committee of Ca Mau province, in recent times, the cooperation between T&T Group and the locality has always been strong in many fields, from construction investment, planning to social security. This is concretized by key projects, typically the New Urban Area of Hamlet 5, Ward 1, Ca Mau city (now An Xuyen ward, Ca Mau province); or the social housing project with a scale of over 1,200 units, meeting the housing needs of nearly 5,000 residents, which was just started on August 19.
In the context that Ca Mau province has many potential advantages and is capable of exploiting and implementing large projects in the coming time, the Vice Chairman of the Provincial People's Committee expressed his support and appreciation for the strategic investment research proposals from T&T Group.
The leaders of the People's Committee of Ca Mau province also assigned tasks to specialized departments and branches to coordinate, provide maximum support and create favorable conditions for T&T Group in particular and businesses in general to learn, research and promote investment in the locality in the most favorable way.
