Regulation No. 144-QD/TW on the revolutionary ethical standards of cadres and Party members in the new period, signed by General Secretary Nguyen Phu Trong on behalf of the Politburo on May 9, 2024, is being implemented in the most substantive way.
Notably, among the five points regarding the revolutionary ethical standards for cadres and Party members in the new era, all the items in the first article are linked to the two words "the people".
The ideology of "respecting the people" and "being close to the people" is a fundamental and consistent theme throughout President Ho Chi Minh 's entire revolutionary career: He emphasized the role and strength of the people, stressed that the Party must be closely connected with the people, and recognized the people as the goal and driving force of the revolution – taking the people as the foundation, for only with a strong foundation can the tree endure.
In his Letter to the People's Committees of provinces, districts, and villages (dated October 17, 1945), President Ho Chi Minh clearly stated: “ Government agencies, from the national level down to the villages, are all servants of the people, meaning they are there to carry out the common affairs of the people, not to oppress them as during the period under French and Japanese rule. Whatever benefits the people, we must do our utmost to accomplish. Whatever harms the people, we must do our utmost to avoid. We must love and respect the people, then the people will love and respect us.”
Our Party has always taken President Ho Chi Minh's ideas of "respecting the people" and "being close to the people" as the theoretical foundation and guiding principle for implementing the national liberation and nation-building efforts in practice.
In the work of Party building, the 13th Party Congress set forth the task of seriously and increasingly effectively implementing the inevitable and fundamental issue of strengthening the close relationship between the Party and the people, relying on the people to build the Party; effectively and genuinely organizing the people's participation in supervising and evaluating the effectiveness of the activities of organizations in the political system, the qualities and capabilities of cadres and Party members; and using the results of work, the satisfaction and trust of the people as important criteria to assess the quality of the organizational structure and the quality of cadres and Party members.
Previously, on October 30, 2016, on behalf of the 12th Central Committee of the Communist Party of Vietnam, General Secretary Nguyen Phu Trong signed and promulgated Resolution No. 04-NQ/TW on strengthening Party building and rectification; preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party.
A clear manifestation of the moral and lifestyle degradation of cadres and Party members, as stated in Resolution No. 04-NQ/TW, is "bureaucracy, detachment from the masses, lack of close contact with the grassroots, insufficient inspection and supervision, failure to grasp the situation in their localities, agencies, and units; indifference, insensitivity, and irresponsibility in the face of the difficulties, grievances, and legitimate demands of the people."
In 2020, speaking at the 90th anniversary celebration of the founding of the Communist Party of Vietnam, General Secretary Nguyen Phu Trong emphasized the need to strengthen close ties with the people; enhance the leadership capacity and fighting strength of the Party, considering this a vital issue for our Party and our regime.
A truly revolutionary party with the right policies, a tight organization, and a clean, exemplary, dedicated, and deeply connected cadre of party members who enjoy the people's support, possesses invincible strength that no force can stop on its path to leading the nation forward.
The lack of respect for the masses and the alienation of cadres and Party members lead to the incorrect implementation of the Party and State's policies and guidelines, preventing them from reaching the people, eroding public trust, and failing to harness the strength of the masses in the cause of national construction and defense.
This situation is a sensitive point that can easily be exploited by reactionary forces to undermine our Party and State.
On the other hand, a lack of genuine "closeness to the people" is also reprehensible because it reflects an attitude of contempt for the masses and a lack of genuine willingness to listen to their opinions.
On May 27, 2016, speaking at the Conference on the Implementation of the Action Program for the Resolution of the 12th National Congress of the Party and the directives and conclusions of the Politburo and the Secretariat on mass mobilization work, General Secretary Nguyen Phu Trong warned about manifestations of the "empty talk for the people" situation - only talking without acting, or shouting slogans about serving the people but failing to take concrete, practical actions to bring legitimate rights and benefits to the people.
Next, during a meeting with constituents on October 14, 2023, in Hanoi, General Secretary Nguyen Phu Trong reminded National Assembly and People's Council representatives to avoid the disease of formalism – "pretending to listen but not actually listening" – when interacting and engaging in dialogue with the people.
Regulation No. 144-QD/TW on the revolutionary ethical standards of cadres and Party members in the new period aims to prevent and combat the decline in political ideology, morality, and lifestyle among cadres and Party members, as well as "self-evolution" and "self-transformation".
The Politburo requires cadres and Party members to uphold the spirit of exemplary conduct and strictly implement Regulation No. 144-QĐ/TW, which includes wholeheartedly and diligently serving the Fatherland and the people; respecting, trusting, being close to, and maintaining close ties with the people; and caring for the material and spiritual well-being of the people.
The Party's ideology of "respecting the people" and "being close to the people" over the years has been further nurtured by the late General Secretary Nguyen Phu Trong through sharp theories and the exemplary wisdom demonstrated in his leadership of the Party, State, and National Assembly, as well as in his daily life.
Continuing that ideology, in his inaugural address on August 3, 2024, General Secretary and President To Lam pledged to "unite thought and action, the Party's will and the people's aspirations; to be wholeheartedly dedicated, committed, and willing to sacrifice for a strong Communist Party of Vietnam; for a prosperous, democratic, just, and civilized Vietnam; and for the Vietnamese people to have a comfortable and happy life."
Next, in the article "Determined to build a strong Party, a prosperous, democratic, just, and civilized Vietnam", General Secretary and President To Lam once again affirmed the unwavering stance, viewpoint, and practice of "the people are the foundation," and "the people are the subject and center of the reform process"; all policies and guidelines must truly stem from the lives, aspirations, rights, and legitimate interests of the people, taking the happiness and well-being of the people as the ultimate goal.
