The Politburo and the Secretariat of the Central Committee recently held a nationwide online conference to disseminate Regulation No. 144-QĐ/TW on the revolutionary ethical standards of cadres and Party members in the new era. After reviewing the content of the conference, a large number of cadres and Party members in Binh Thuan province expressed their enthusiasm and strong agreement with Regulation 144, stating that its promulgation is necessary, appropriate, and meets the requirements of reality.

Meeting practical needs

During his lifetime, President Ho Chi Minh emphasized: "Revolutionary cadres must possess revolutionary ethics. Only by upholding revolutionary ethics can one be a true revolutionary cadre." He also taught: "Our Party is ethical, it is civilized..." In accordance with his ideology, the Party has consistently focused on educating and training cadres and Party members in revolutionary ethics. Numerous Party regulations on revolutionary ethics issued throughout various periods demonstrate the Central Committee's special attention to the importance of this work. However, in reality, the education, management, and training of cadres and Party members in some areas have not been given due importance. In particular, some cadres and Party members have lost their ideals, experienced ideological and political decline, and moral and lifestyle degradation, leading to "self-evolution" and "self-transformation." In fact, there have been quite a few officials and Party members who have violated regulations to the point of requiring disciplinary action or criminal prosecution, including high-ranking leaders and managers… Faced with this situation, on May 9, 2024, the Politburo issued Regulation No. 144-QĐ/TW, on the standards of revolutionary ethics for officials and Party members in the new period.

Mr. Nguyen Van Huy, Secretary of the Duc Linh District Party Committee, stated that the Politburo 's Regulation No. 144-QD/TW, with its five standards of revolutionary ethics, was issued at this time to meet both urgent and long-term requirements and tasks, and is particularly relevant in the context of the Party's determination to build and rectify the Party, combat ideological degradation, "self-evolution," "self-transformation," and prevent and combat corruption and negative phenomena. "I strongly support, welcome, and highly appreciate the issuance of Regulation 144 at this time. The regulation fully and comprehensively reflects the standards, goals, ideals, character, spirit of innovation, creativity, unity, discipline, compassion, responsibility… and the methods and principles of self-cultivation and training for cadres and Party members," Mr. Huy said.

According to Mr. Huy, the Duc Linh District Party Committee is currently actively implementing this content, considering it an important task in the work of Party building and rectification.

According to Ms. Tran Thi Hoa Xuan, Deputy Secretary of the Binh Thuan Provincial Youth Union: “Regulation 144 clearly states the spirit of ‘six dares.’ These are: daring to think, daring to speak, daring to act, daring to take responsibility, daring to innovate and create, daring to confront difficulties and challenges, and acting for the common good, for the country, and for the people. We – young people – will not be afraid of difficulties or hardships, determined to conquer all fields, in our careers and in life; daring to venture out, confront difficulties, cultivate virtue, hone our talents, have a pure heart, a bright mind, and great ambitions,” Ms. Xuan said.

Ms. Xuan also stated that, through Regulation 144, the Youth Union and Associations at all levels in the province will continue to educate and cultivate revolutionary ethics for their members and young people. This is not only a top priority task, but also a regular task of special importance in raising awareness, political fortitude, revolutionary ethics, and the ideals and aspirations of young people.

Effective implementation

In Binh Thuan province, the development of ethical standards for cadres, Party members, civil servants, and workers has been a priority for Party committees at all levels. This is linked to the implementation of Central Committee directives and conclusions, regulations on the exemplary conduct of cadres and Party members, and specific documents outlining leadership and guidance from the Provincial Party Standing Committee. Agencies, localities, and units throughout the province have proactively developed and promulgated ethical standards for public service, professional ethics, and codes of conduct, linked to the responsibilities and duties of their respective sectors and units, so that cadres and Party members can strive to uphold them.

Regulation 144 was issued as a mirror for every official and Party member in the province to reflect on themselves, so that if they have implemented it well, they can continue to build upon it; if they have not implemented it well, they can promptly correct and remedy the situation.

Mr. Vo Thanh Binh, Standing Committee Member and Head of the Provincial Party Committee's Propaganda Department, stated: Regulation 144, comprising 6 articles with 21 points, includes 5 articles specifically stipulating the requirements and criteria for revolutionary ethical standards for cadres and Party members, and the remaining article provides guidance on how to organize its implementation. The content is very concise and specific, comprehensively encompassing all regulations that cadres and Party members must adhere to towards the people, the Party, and the Fatherland, as well as specific requirements regarding the moral qualities of cadres and Party members. “These are important standards for every cadre and Party member, from strategic-level and high-ranking officials to grassroots-level officials, to seriously implement. They also serve as a basis for evaluating the qualities, character, attitudes, and behavior of cadres and Party members; they are an example for each cadre and Party member, especially those holding positions of authority, to self-reflect, self-correct, and self-improve; and they are the basis for Party committees at all levels to select and appoint Party members who are virtuous, talented, and capable of fulfilling revolutionary tasks in the current context and situation,” said the Head of the Provincial Party Committee’s Propaganda Department.

At the National Conference on the Implementation of Regulation No. 144-QĐ/TW, Standing Committee member of the Party Central Committee Luong Cuong emphasized: The crucial point is to ensure that every cadre and Party member truly and deeply internalizes the regulation, practicing revolutionary ethical standards consciously and regularly, like eating and drinking every day. Revolutionary ethics must become a distinctive and prominent characteristic of cadres and Party members; a sharp weapon to overcome all challenges and temptations, pushing back all risks of ideological and political degradation, moral decay, lifestyle deviations, and "self-evolution" and "self-transformation" within the Party. Revolutionary ethics must become the soul of the Party's culture... To ensure the effective implementation of Regulation No. 144, the Standing Committee of the Party Central Committee requested that each Party committee, Party organization, cadre, and Party member raise awareness of the importance of the regulation and thoroughly understand it. This includes emphasizing the role and responsibilities of Party branches and committees, especially the heads of Party committees, in the process of disseminating and implementing regulations, highlighting the role of setting an example, inspecting, supervising, and summarizing. In particular, cadres and Party members must consciously study, strive, cultivate, and refine themselves, engaging in self-reflection and self-correction according to revolutionary ethical standards.

“The Binh Thuan Provincial Party Committee currently has 14 subordinate Party committees with 691 grassroots Party organizations; 2,154 subordinate Party branches and 15 Party committees and departments directly under the grassroots Party committees, and more than 43,100 Party members. After the Politburo and the Secretariat disseminated the content of Regulation 144 online, the Provincial Party Committee's Propaganda Department will guide the subordinate Party branches and committees in the province to continue disseminating, understanding, and promoting the important contents of Regulation 144 to cadres and Party members throughout the province so that cadres and Party members clearly understand the content of the standards and norms of revolutionary ethics, contributing to building a stronger Provincial Party Committee,” said Mr. Vo Thanh Binh, Head of the Provincial Party Committee's Propaganda Department.
