On May 27, at the discussion session on the National Assembly's proposed Supervision Program for 2024, assessing the results of the implementation of the supervision program in 2022 and the first months of 2023, National Assembly Delegate Nguyen Quang Huan ( Binh Duong delegation) expressed his agreement with the Report, which pointed out the benefits brought about in the supervision process; in particular, this is also the common aspiration of voters. The delegate said that through the supervision practice, there has been a difference between the supervision data and the reported data of localities, the Government...
The report on the National Assembly 's proposed Supervisory Program for 2024 also stated that through supervisory activities, the most important issue is to find solutions, not to find errors; thereby, together we can resolve them and move towards sustainable development. If we continue to implement supervisory activities as they are now, we will continue to receive the trust of voters.
National Assembly Delegate Nguyen Quang Huan speaks.
Regarding the monitoring topics, Delegate Nguyen Quang Huan chose to monitor topics 1 and 4 as in the Report. According to the Delegate, for topic 1, in addition to the urgency and current issues that have not been resolved, it is more important to gain experience, thereby having lessons learned in responding to emergency situations, epidemics, natural disasters, etc. Giving an example for this point of view, the Delegate pointed out that, currently, there is much discussion about climate change, however, the phenomenon of flooding, landslides in the Mekong Delta and drought in hydropower plants still occurs. It can be seen that climate change is present both in the South and the North. But how far have specific actions been taken to adapt to and combat climate change? Through this monitoring period, practical lessons can be drawn. With the spirit of preparing early and from afar, if not done, it will be late and will not be able to respond to the current situation.
In addition, regarding the fiscal and monetary package of Resolution 43, it can be applied to the salary increase period. If the salary increase for officials and civil servants is satisfactory without accompanying policies, it may lead to inflation. The salary increase will cause anxiety for some voters, and people who do not receive a salary increase will have their lives affected. However, with a fiscal and monetary policy similar to Resolution 43, the salary increase will be sustainable and stimulate economic development, creating peace of mind for officials and civil servants.

Regarding topic 4, the Delegate assessed that the current stagnant real estate situation has affected the economy. In 2022, the economy had a spectacular growth rate, but in the first quarter of 2023, it slowed down. The stagnation of the real estate market shows that the main blood vessels of the economy are blocked. Therefore, it is necessary to find measures to clear this situation. If not done quickly, it could lead to consequences like the 1997 financial crisis that also started from real estate in Thailand.
From the above comments, Delegate Nguyen Quang Huan stated that the National Assembly's supervision topic in 2024 is very timely and should be included in the National Assembly's supervision program.
Meanwhile, National Assembly Delegate Nguyen Dai Thang ( Hung Yen delegation) also highly agreed with the Submission on the draft Resolution on the National Assembly's supervision program in 2024. The delegate emphasized that the supreme supervision activity is an important activity of the National Assembly, aiming to ensure the implementation of the Constitution and laws, so improving the effectiveness of supervision will greatly contribute to improving the effectiveness and efficiency of the National Assembly's activities.
The delegate said that the National Assembly's supervisory activities in recent times have had many positive steps forward, many clear advances, many changes in approaches, ways of organizing and conducting work, which have been highly appreciated by voters and people.
National Assembly Delegate Nguyen Dai Thang (Hung Yen delegation) spoke.
However, in addition, the supervision work still has some limitations that need to be overcome to further improve the effectiveness of this important activity. The delegate said that it is necessary to pay attention to and do better in the preparation of supervision, the outline of the construction of the supervision report needs to be detailed, requiring specific reporting of the supervision contents, it is necessary to establish a working group, and the supervisory delegation should be assisted by officials, experts, and National Assembly Deputies with in-depth expertise in the field of supervision.
In addition, the Delegate suggested that it is necessary to actively collect conclusions from inspections, checks, and audits on the content of supervision. The working group of the supervision team needs to work in advance with relevant agencies and units, verify and clarify necessary issues before the supervision team officially works with the unit under supervision. After supervision, a conclusion and resolution of the supervision must be issued. The resolution concluding the supervision must specifically state the results achieved, the shortcomings and limitations, clearly indicate the responsibilities of relevant organizations and individuals, and have specific recommendations and requests.
In addition, during the monitoring process, if any violations are detected, the monitoring team must promptly report to the National Assembly Standing Committee and the National Assembly Chairman to transfer the case to the competent authority for handling in accordance with the provisions of law.
