At 7:40 this morning, September 13, the Chairman of the People's Committee of Phuc Khanh commune went to the Command Center to report that yesterday, according to the inspection of Lang Nu village, the commune discovered that among the missing people, there were 2 households (Mr. Hoang Van Tien and Hoang Van Duan) whose houses were completely destroyed by flash floods, but 8 people here were confirmed to have escaped. Accordingly, before the incident, their relatives were sick so they came to visit. "Yesterday, their relatives found them so they reported to the authorities with 2 households of 8 people", the commune chairman informed.

Speaking to Tuoi Tre Online, Mr. Hoang Van Diep, head of Lang Nu village (Phuc Khanh, Bao Yen, Lao Cai ) said that among the 37 households whose houses were completely destroyed, some people escaped and some people went to work far away. Mr. Diep informed that by the morning of September 13, it was determined that 2 households had their houses completely destroyed by flash floods, but fortunately, all 8 members of the family escaped. Of these, Mr. Hoang Van Tien's family had 3 people at home, and 1 child went to work far away. Mr. Hoang Van Duan's family had 4 people. "Mr. Tien and Mr. Duan's families both survived and are currently staying at their aunt's house, about 1km away," Mr. Diep informed.

At that time, according to Mr. Diep, because the grandfather of the two families was sick and his house was about 200m from the flash flood area, the two families moved early in the morning to take care of him. When they reached the bridge area, near the end of the stream, they discovered a flash flood and a large landslide, so they escaped. Speaking to Tuoi Tre Online , Mr. Hoang Van Tien (47 years old) said that at about 5:30 am on September 10, he woke up and saw a lot of flood water, heard the sound of rocks rumbling, so he ran out to see and called his wife and children to wake up with him. At that time, his younger brother, Hoang Van Duan, also woke up. Looking at his grandfather's house about 100m away, close to the road, he saw the slope collapsing, so he ran up to see. His wife and children ran after him. When they finished looking, when they got to the bridge, they heard a loud explosion on the hill, rocks and soil flying up. "I ran and shouted to the whole village to stay, the hill collapsed, everyone was dead, but everything was so fast, in just a few minutes, the whole village collapsed," Mr. Tien recalled. According to Mr. Tien, in addition to himself, his wife Hoang Thi Dien (41 years old), his son Hoang Trong D. (8 years old), and his younger brother Hoang Van Duan, along with his wife and 2 children, escaped. Mr. Tien's daughter Hoang Thi Na (18 years old) is working far away in Vinh Phuc .

Mr. Hoang Van Duân (39 years old) said that the previous evening, his wife Hoang Thi Git (33 years old) and two children Hang Thi Thu H (10 years old), Hoang Trung H (7 years old) went to sleep at their grandfather's house about 100m from the scene. Early in the morning of September 10, he woke up early with his brother Tien's family to check the water and went to his grandfather's house. After finishing checking, his family and 3 members of his brother's family returned to the bridge near the village and heard a loud explosion and mud flying up. Mr. Duân said everything happened so fast and almost the whole village was flattened. Mr. Duân, his brother, and everyone shouted loudly but it was too late. Immediately after that, Mr. Duân, Mr. Tien and everyone rushed to search for the victims in the village. According to Mr. Tien, during the process of shouting and searching, Mr. Duân's wife discovered an injured child struggling in the mud and water, so Mr. Tien rushed out to save him. “After I brought him to shore, I saw water and mud pouring down again, so I had to go back in. When I was better, I rushed down to find his parents, retrieved his father's body, and brought him to shore. After that, I and everyone else used a motorbike to take him to the commune health station for first aid and discovered that he had a broken leg,” Mr. Tien recounted. Mr. Tien shared that the houses of both families were destroyed by the flash flood, all documents, money, and phones were lost, so he had to go to his aunt's house to stay.

This morning, the 4th day after the flash flood and landslide in Lang Nu village (Phuc Khanh, Bao Yen, Lao Cai), 650 military officers, police officers, and local residents continued to be mobilized to focus on searching for missing victims.

According to Tuoi Tre Online , last night and early this morning in Lang Nu village area, there was heavy rain, leading to more water flowing into Nu stream at the scene.

By 6am, the rain had stopped and the sun was shining, creating favorable conditions for the search team.

At 7am, forces began moving to the search area. Many military teams were dispatched to locations downstream to search.
