Democracy here is not just dry slogans but has become a spiritual motivation, a strength that helps the unit complete its tasks well.
Present at Company 2, Battalion 4, we witnessed a collective activity of the whole unit. The atmosphere of the activity was open and frank, the soldiers boldly expressed their opinions on training time, training content, leave regime, holiday meal standards, etc. Those practical suggestions were noted and answered by the commander on the spot.

Lieutenant Colonel Tran Van Toi, Political Commissar of Regiment 8, said: “Democracy must go hand in hand with discipline, but it does not mean rigidity. We always encourage soldiers to express their opinions and reflect their legitimate aspirations. Good implementation of democratic regulations not only helps to strengthen trust and enhance internal solidarity, but also promotes collective intelligence and improves the quality of the unit's task performance.”
In particular, regular monthly democratic dialogues are directly chaired by the leaders and commanders of the Regiment. This is a two-way forum to promptly grasp the thoughts and resolve problems, thereby preventing ideological conflicts from arising among the troops. Many recommendations on living and eating conditions, study and training content, logistics assurance, etc. are resolved thoroughly from these dialogues.
Major Nguyen Thanh Tung, Political Commissar of Battalion 4, Regiment 8, added: “It is from promoting democracy in a practical and effective way that officers and soldiers feel secure and attached to the unit. Many technical innovations and teaching aid models born from ideas contributed to democratic activities have been widely applied, bringing practical results in training.”

Along with that, financial transparency, democracy in all aspects of work, emulation and reward evaluation are always maintained in a disciplined and serious manner. These contents are posted in the canteen, on the unit bulletin board and publicly announced at public financial activities and military conferences. This approach not only enhances transparency, openness and democracy in management but also helps soldiers understand, share and accompany the commander in performing tasks, building a strong and comprehensive unit that is "exemplary and typical".
From the democratic foundation promoted in the right direction, Regiment 8 (Division 395) has made a comprehensive and uniform change in all aspects of work. The quality of training and combat readiness has been increasingly improved; internal solidarity; the soldiers' ideology has been stable; and discipline has been maintained.
In the first 3 months of 2025, the Regiment organized a comprehensive inspection of shooting, regulations, infantry combat techniques, etc. 100% of officers and soldiers participated in the inspection, with 100% of the results meeting the requirements, of which over 85% achieved good and excellent results. Many groups and individuals completed their training tasks excellently and were commended and rewarded by their superiors.
Along with promoting democracy, the Regiment also promoted the Emulation Movement to Win, the emulation campaigns of surprise attacks and peaks, emulation movements such as "Excellent training, strict discipline", "Building a strong and comprehensive unit "exemplary and typical", the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers in the new era"... were widely deployed. These movements are closely linked with promoting democracy, clarifying the responsibilities and roles of each individual in the collective.
Sergeant Nguyen Cong Tuan, Squad Leader of Squad 5, Platoon 6, Company 2 (Battalion 4, Regiment 8) shared: “In our unit, the commander is always close to and listens to the soldiers. Any problems can be presented and proposed for resolution. Thanks to that, officers and soldiers are proactive, responsible and confident in their work.”
Building on the achieved results, in the coming time, the Party Committee and the Regiment Command will continue to identify promoting democracy as a key task, associated with performing well the comprehensive leadership function of Party committees at all levels. The focus is on improving the quality of Party cell activities, the Military Council and the military collective, increasing contact and dialogue with the army, promoting the supervisory role of mass organizations, and resolutely fighting against manifestations of taking advantage of democracy to cause internal disunity.
Lieutenant Colonel Vu Xuan Truong, Regiment Commander, affirmed: “Promoting democracy is not only an effective leadership and management method, but also the foundation for building trust and solidarity, thereby improving training quality, combat readiness, and building a strong and comprehensive unit.”
It can be affirmed that by promoting grassroots democracy, associated with publicity, transparency and a high sense of responsibility, Regiment 8 (Division 395) is continuing to consolidate its endogenous strength, affirming itself as one of the typical units of the armed forces of Military Region 3 in the new period.
