The Commune Public Administration Service Center is conveniently located within the spacious, airy premises of the People's Committee of Binh Ninh Commune, making it convenient for people to submit their administrative procedures. Inside, the Center is equipped with equipment and has more than 7 civil servants to receive and process administrative procedures for people from the three communes of Binh Ninh, Hoa Dinh and Xuan Dong, which were previously merged into Binh Ninh Commune.
After more than 2 weeks of operation (from July 1 to July 14), Binh Ninh Commune Public Administration Service Center received 428 applications; specifically in the following areas: 179 copies of original documents, 14 sets of contract certification, 13 sets of signature certification, 137 applications (job application, water, electricity, loan) confirmation, 10 sets of authorization letters, 19 sets of social security, etc.
Up to now, the facilities at the Commune Public Administration Service Center have been invested in with the necessary machinery and equipment. The Commune People's Committee has assigned qualified officials and civil servants to take on suitable positions at the Center. With the spirit of serving the people, local leaders regularly inspect and thoroughly instruct the staff and civil servants of the Center to always have a polite and enthusiastic attitude in supporting, guiding, receiving and processing documents quickly and conveniently so that people as well as organizations, units and businesses can feel secure.
Comrade Truong Thi Thanh Thuy, Vice Chairwoman of the Commune People's Committee and Director of the Binh Ninh Commune Public Administration Service Center, said that the locality was established on the basis of merging 3 communes, so it has a large area and a large population. Determining that handling administrative procedures for citizens, organizations and businesses is one of the key tasks, so before officially operating the 2-level local government, Binh Ninh commune has paid attention to preparing many aspects for the commune's Public Administration Service Center.
According to comrade Thanh Thuy, in addition to arranging a spacious and airy office, the locality also prioritizes financial resources to invest in purchasing tables, chairs, filing cabinets and many modern equipment for work; publicly posting all procedures and forms. In particular, the People's Committee of Binh Ninh commune selected 7 civil servants with university degrees or higher to take on suitable positions at the Center.
Notably, in order to enhance the operational efficiency and ensure smooth operation of the Public Administration Service Center, the Party Committee and People's Committee of Binh Ninh commune have stepped up propaganda and mobilized Party cell secretaries, hamlet chiefs, and mass organizations to support timely settlement of administrative procedures in the area. At the same time, assigning staff to be on duty to guide and support records, procedures, and create online records accounts for people; as well as arranging staff to quickly respond to information technology incidents, ensuring uninterrupted public administration activities; guiding and supporting people and staff in using online public services, ensuring friendliness - efficiency - accuracy.

ENSURE SATISFACTION FOR PEOPLE AND BUSINESSES
According to statistics, on average, each day the Center receives and processes more than 40 files from organizations, businesses, and citizens; mainly in the fields of notarization, business registration, land records, etc. Although the number of files is large, thanks to the careful preparation of facilities and the dedicated service spirit, transactions at the Center are smooth and quick, bringing satisfaction to the people.
Directly recorded at the Center, although it was in the afternoon, there were quite a lot of people coming to carry out administrative procedures. Coming to the civil servants of all kinds of land-related documents, Mr. Tran Van Chinh, Tan Thuan hamlet was satisfied: "When I came here, the staff of the Center warmly welcomed me, guiding me to carry out the steps quickly".
Many people shared: "In the past, to do paperwork, people had to go to the district. Now the commune has resolved it right on the spot, no need to go far, people save time and effort. The staff also support and explain thoroughly, people are very satisfied."
Many people were initially quite worried that after the administrative boundary merger, the procedures would become cumbersome and difficult to implement. However, contrary to their initial thoughts, people were clearly guided step by step by local officials, with a dedicated and thoughtful attitude. The working atmosphere was very professional, no longer feeling heavy when going to administrative agencies like before.
Every day, Ms. Pham Thi Thuy An, a civil servant at the Commune Administrative Service Center, handles 3-5 households registering for business. She shared: "Previously, I was in charge of the one-stop department of the old Hoa Dinh commune. So when I arranged this job, I found it quite convenient. In the past few days, in the field of business registration, people have been quite satisfied; because within just 3 days, people have had their business licenses.
In recent days, the software has not been stable, so with simple procedures, we proactively guide, explain and support people to complete. For documents that need to be operated on the system, we take people's phone numbers to make an appointment because it is mandatory for citizens to have a VNeID level 2 to submit documents online. People also understand and sympathize. We try to resolve procedures for people as quickly as possible."
In the period of “running, queuing”, “doing, learning from experience”, the work will inevitably face initial difficulties. However, with high
political determination, sense of responsibility, building an administration that serves the people, the cadres, civil servants and public employees of Binh Ninh commune have been and are on the right track, aiming at the goal of streamlining, effectiveness, efficiency and being closer to the people, serving the people better. This is an important premise to contribute to the implementation of local political tasks.
