At the meeting, delegates listened to Lieutenant General Nguyen Van Duc, Director of the Propaganda Department (General Department of Politics of the Vietnam People's Army) present a report on the preparations for the congress and other related contents and plans. Accordingly, after nearly 4 months of implementation, the preparations for the congress have basically ensured progress. In particular, based on the conclusions and directions of the Head of the Organizing Committee at the meetings, the subcommittees (content; propaganda - celebration; security; service assurance) have developed and issued action plans, assigning specific tasks to members. They have guided units to select advanced models to attend the congress and introduced advanced models to participate in activities at the congress.

After listening to the report of the Propaganda Department, representatives of subcommittees and departments assisting the congress contributed opinions and supplemented the implemented content, raised difficulties and problems that need to be further addressed and resolved to ensure good progress and quality of preparation work.
