During the past term, the Party Committee of the Propaganda Department has grasped its functions and tasks, actively and proactively innovated, improved the quality of research, advised the Central Military Commission, the Minister of National Defense , and the General Department of Politics to lead, direct, and comprehensively implement ideological and cultural work throughout the army, with many projects, programs, plans, emulation movements, and major campaigns.

Typical projects include: Innovation in political education at the unit in the new period; modernization of press agencies; organization of activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day; the 70th anniversary of the Dien Bien Phu Victory; the 50th anniversary of the Liberation of the South and National Reunification. Proactively propose solutions to build political and spiritual factors for soldiers, contributing to firmly consolidating the Party's ideological position and building a politically strong Army.

Speaking at the congress, Lieutenant General Truong Thien To acknowledged and commended the achievements and results that the Party Committee of the Propaganda Department had achieved in the past term.

Lieutenant General Truong Thien To requested: The Party Committee of the Propaganda Department continues to innovate working methods and styles, be flexible, creative, concretize, and improve the quality of research, forecasting, and advising the Chief of the General Staff, the Ministry of National Defense, and the Central Military Commission on effective policies and solutions for propaganda work throughout the army.

Proactively grasp the situation, promptly forecast ideological developments, detect, advise, propose, and handle emerging issues in accordance with viewpoints and principles, achieving practical results, resolutely not being passive or surprised in ideology, contributing to consolidating the Party's political and ideological position and building a good and healthy cultural environment in the Army, contributing to the cause of building and developing Vietnamese culture and people to meet the requirements of sustainable national development.
