On August 6, a representative of the Department of Education and Training of Quang Ninh province provided official information after Tien Phong Newspaper reported that the Cong Hoa Secondary School, Hiep Hoa Ward, Quang Ninh Province, was seriously damaged and degraded.
“The ward has a plan to ensure safety for students in the new school year 2025. At the same time, the Department is responsible for advising and proposing investment in building and repairing the school in 2025,” informed the leader of the Department of Education and Training of Quang Ninh province.
In the explanatory report of Hiep Hoa Ward People's Committee sent to the Department of Education and Training of Quang Ninh province, there is information that Cong Hoa Secondary School, which was invested in and built in 1998, has deteriorated. In particular, due to the impact of storm No. 3 - Yagi (September 2024), the entire heat-resistant corrugated iron roof system of the official school building was blown away by the storm, offices and classrooms were peeling, moldy, leaking, some classrooms had collapsed ceilings; many classroom doors had broken glass due to storm No. 3; the load-bearing column system was peeling, exposing the load-bearing steel...




After reviewing the facilities, the People's Committee of Hiep Hoa Ward found that Cong Hoa Secondary School did not meet the conditions for organizing teaching and learning at the school. At the same time, the ward authorities proposed a temporary plan to borrow 6 classrooms and 3 functional rooms from Nguyen Van Thuan Primary School, about 1 km away, to arrange 17 classrooms for about 740 students while waiting for the construction of a new school.
At the same time, the People's Committee of Hiep Hoa Ward requested the Department of Education and Training of Quang Ninh province and other departments and branches to pay attention to investing in rebuilding Cong Hoa Secondary School soon, striving to complete and put it into use in 2026.
Previously, Tien Phong Newspaper published an article reflecting the anger of parents and students about the serious deterioration of many classrooms at Cong Hoa Secondary School, which did not ensure safety for teaching and learning. In addition, many construction items were peeling, losing their concrete structure and exposing the steel reinforcement inside.
At its peak, Typhoon Yagi in 2024 blew away the entire heat-resistant corrugated iron roof of the two-story building and damaged many structures such as the parking lot, window glass, etc. However, since Typhoon Yagi, this damage has not been repaired, and the school continues to operate to teach about 740 students.

The school is as dilapidated as an abandoned house, students are shocked when they receive their classes.
