Circular 105/2023/TT-BQP stipulates that the health standards for performing military service are citizens with health of type 1, type 2, type 3 and not being called for military service for citizens addicted to drugs and drug precursors as prescribed in Decree No. 57/2022/ND-CP.
According to Circular 105, each health indicator is given an even score from 1 - 6:
Point 1: Indicates very good health.
Point 2: Indicates good health.
Point 3: Indicates good health.
Score 4: Indicates average health status.
Score 5: Indicates poor health.
Score 6: Indicates very poor health.
Based on the scores for the health examination indicators, health classification is as follows:
Type 1: All indicators score 1.
Type 2: At least 1 indicator has a score of 2.
Type 3: At least 1 indicator has a score of 3.
Type 4: At least 1 indicator has a score of 4.
Type 5: At least 1 indicator has a score of 5.
Type 6: At least 1 indicator has a score of 6.
In which, the classification standards by physical strength are implemented according to the regulations in Section I, Appendix I. The classification standards by diseases and health problems are implemented according to the regulations in Section II, Appendix I. Compared with the previous regulations, the standards for participating in military service according to Circular 105 have some changes.
Regarding eye classification standards, previously, Joint Circular 16/2016/TTLT-BYT-BQP stipulated that people with astigmatism and color blindness (one color blindness or total color blindness) were classified as having health category 6 - indicating very poor health.
However, according to the new regulations in Circular 105, astigmatism and color blindness will be scored as follows:

For color blindness:
Level of color blindness | Point |
Mild red-green color blindness | 3 |

Total color blindness or other color blindness | 6 |
Thus, if a citizen has astigmatism, mild color blindness and is classified as having physical fitness level 2 or 3, he or she still meets the health standards for military service.
