Boarding schools for ethnic minorities are established by the State for students who are ethnic minorities and students whose families have settled permanently in areas with especially difficult socio -economic conditions.
According to the Circular, boarding schools for ethnic minorities are established by the State for students who are ethnic minorities and students from families residing permanently in areas with especially difficult socio-economic conditions, with the aim of creating a source of quality human resource training for ethnic minority and mountainous areas, and areas with especially difficult socio-economic conditions.
The system of ethnic minority boarding schools includes: 1. Ethnic minority secondary schools; 2. Ethnic minority high schools; 3. Ethnic minority middle and high schools.
5 tasks of ethnic boarding schools
Boarding schools for ethnic minorities perform the tasks specified in the school charter, secondary school and the following tasks:
1. Care for, nurture and manage ethnic boarding students; ensure conditions for ethnic boarding students to study, eat, stay and live safely at school.
2. Organize specialeducational activities suitable for ethnic boarding students.
3. Educating students about the Party and State's ethnic policies and guidelines; cultural identity and fine traditions of Vietnamese ethnic groups; awareness of participating in serving socio-economic development in ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions.
4. Vocational education and traditional vocational training are suitable to students' abilities and qualities, and to local socio-economic development conditions and requirements.
5. Monitor and count the number of students, evaluate the effectiveness of education annually and in each stage to develop appropriate solutions to improve the quality of education at the Ethnic Boarding School.
Admission objects
The Circular clearly states that the admission subjects include:
Students are ethnic minorities whose parents or guardians have resided for 36 consecutive months or more as of the date of application for admission in: Communes, wards, towns in Region III and extremely disadvantaged villages in ethnic minority and mountainous areas, extremely disadvantaged communes in coastal and island areas as prescribed by competent authorities (collectively referred to as extremely disadvantaged communes and villages); communes, wards, towns in Region II and Region I in ethnic minority and mountainous areas as prescribed by competent authorities.
Ethnic minority students with very few people are regulated in Decree No. 57/2017/ND-CP of the Government stipulating preferential admission policies and learning support for preschool children, pupils and students of ethnic minorities with very few people.
Students are Kinh ethnic people who themselves and their parents or guardians have been residing for 36 consecutive months or more as of the date of application for admission in communes or villages with special difficulties. Boarding schools for ethnic minorities are allowed to recruit no more than 10% of Kinh ethnic students out of the total annual enrollment quota.
Directly recruited subjects
According to the Circular, direct admission to Ethnic Minority Boarding Schools is for the following subjects:
a) There are very few ethnic minority students;
b) Junior high school students who are eligible and have won national and international awards in culture, arts, sports, science and technology are admitted directly to high schools for ethnic minorities;
c) Primary school students who are eligible for prizes at provincial level or higher in culture, arts, and sports are admitted directly to secondary schools for ethnic minorities.
This Circular takes effect from April 10, 2023./.
