Will Chu Van An High School become a specialized school?

Today, October 28, Chu Van An High School ( Hanoi ) held a workshop to develop a project for Chu Van An Specialized High School. Ms. Nguyen Thi Nhiep, Principal of Chu Van An High School, reported on the project to build the school into a specialized high school, stating the legal basis and necessity of the project.

According to the report, the school currently has 57 classes with 2,176 students in 4 models, including: specialized classes, general classes, bilingual classes and classes following the dual training program of the Vietnamese national baccalaureate and the British baccalaureate. The school's enrollment area is students from provinces from Thanh Hoa and beyond.

According to Ms. Nguyen Thi Nhiep, besides the strengths of its long history andeducational results, because it still operates as a non-specialized high school, the school has some difficulties such as a lack of teachers to teach some specialized subjects; no scholarship policy and reward system for students and teachers of specialized classes; lack of funding for training and fostering students.

According to the plan to build Chu Van An High School into a specialized school: the school's other specialized class models (general, bilingual, dual degree) will continue to be maintained until the end of the 2026-2027 school year. From the 2027-2028 school year, the school will only organize specialized classes. When becoming a specialized school, the school proposes to continue to enroll 9th ​​grade students in the northern region (from Thanh Hoa and above) on the condition that their academic and training results are good.

The representative of the Hanoi Department of Education and Training affirmed the necessity as well as the legal and practical basis of the project. Currently, Chu Van An High School operates under the regulations of a normal school and is one of more than 121 public schools in Hanoi and is not part of the specialized school system.

However, the school is also implementing the tasks of a specialized school. The quality of education as well as the current conditions of facilities, human resources, training quality, etc. are the basic advantages for Chu Van An High School to become a specialized school. Accordingly, investment resources for the school as well as policies for teachers and students will be improved and more favorable.

There cannot be a model of a regular school with specialized classes.

Hanoi has 4 high schools under the Department of Education and Training that annually enroll students in the specialized program, including: Hanoi - Amsterdam High School for the Gifted, Nguyen Hue High School for the Gifted, Chu Van An High School, Son Tay High School. However, 2 of these schools, Chu Van An High School and Son Tay High School, are not called specialized high schools, although they enroll more specialized students than non-specialized students every year.

Specifically, in the most recent school year, Chu Van An High School recruited 10 classes for 10 specialized subjects with 350 specialized quotas and 315 non-specialized quotas (7 classes). Son Tay High School recruited 9 specialized classes with 315 students, but only recruited 6 non-specialized classes with 270 students.

However, the scholarship policy for specialized students in Hanoi has long only applied to students of two schools: Hanoi - Amsterdam High School for the Gifted and Nguyen Hue High School for the Gifted, because the other two schools, although having specialized classes, are not called specialized schools.

Thus, Hanoi currently has 2 high schools that are not called specialized schools, but cannot be said to be normal public high schools, because the specialized classes of these schools are more than the non-specialized classes.

Furthermore, comparing with Circular 32 on the charter of junior high and high schools issued by the Ministry of Education and Training in 2020, it is found that there is no provision allowing specialized classes in non-specialized high schools. Meanwhile, the new circular on the operation of specialized high schools of the Ministry of Education and Training also does not allow non-specialized classes in specialized schools.

When the Ministry of Education and Training revised the regulations on specialized schools with the new regulation to eliminate non-specialized classes in specialized schools, many opinions said that it was time for Hanoi to clarify whether Chu Van An High School and Son Tay High School were specialized schools or non-specialized schools. If following any model, it must comply with the regulations for that type of school, avoiding the current half-specialized, half-non-specialized existence.

If Chu Van An High School and Son Tay High School become specialized schools, the enrollment quota for the non-specialized system of the two schools as before will no longer exist. Therefore, to ensure study places for students, the requirement is that Hanoi needs to establish new public high schools in these areas to ensure the mass education needs of the people.

115 years old school

Chu Van An High School (formerly Buoi School) was established by the French government in 1908. Over a century of ups and downs in history, the name Buoi - Chu Van An School has always existed in the hearts of many generations of students, teachers, and in the hearts of the people of the capital with the image of a peaceful, poetic school on the banks of West Lake.

Teachers with intelligence and enthusiasm for the profession have laid the foundation and created the motivation for the high-quality educational environment that Chu Van An High School has maintained and promoted to this day.

In 1995, Chu Van An High School proudly became one of three national key high schools.
