In order to ensure transparency and convenience for students' families in choosing their admission wishes to grade 10 at private high schools for the 2024-2025 school year, the Department of Education and Training requires all private schools to publicly disclose tuition fees and other fees for the entire school year at the admission location.
This requirement is implemented according to Circular No. 36/2017/TT-BGDDT of the Ministry of Education and Training issued in 2017 on "Regulations on public implementation foreducational and training institutions in the national education system".
According to regulations, the Hanoi Department of Education and Training requires schools to comply with "three publicities", including: Public commitment to education quality and actual education quality; public conditions to ensure education quality; public financial revenue and expenditure.
The requirement to publicly disclose tuition fees and other fees for the entire school year is part of the financial disclosure, to help parents have more information when researching and deciding where to send their children to study.
In the 2024-2025 school year, Hanoi has more than 200 high schools assigned to enroll 10th grade students, of which nearly 100 are private schools.
At this time, private high schools are accepting applications for admission to grade 10.
In fact, information about tuition fees and other fees greatly influences parents' decision to choose a school to apply to for their children to enter grade 10.
If tuition fees and other fees are high or not public, there is a risk of causing difficulties for parents, making students' families lose control over their ability to pay, leading to disadvantages for students.
This requirement is also the basis for management agencies and people to jointly monitor the operation of schools, limiting the risk of affecting students' learning rights.
According to statistics from the Hanoi Department of Education and Training, in the 2023-2024 school year, the city has 133,000 ninth graders expected to graduate from junior high school. However, the quota for public high schools only accounts for 61%.
