The Law on Identification was passed by the National Assembly on the morning of November 27, consisting of 7 chapters and 46 articles, including the renaming of the Law on Identification and Identification Cards.
Previously, presenting a report explaining, accepting and revising the draft law, Chairman of the National Defense and Security Committee Le Tan Toi said there were opinions suggesting to consider not changing the name of the law and the name of the card to ID card.
Through discussions at the 6th session and the meeting of the National Assembly Standing Committee between the two sessions of the 6th session, most opinions of National Assembly deputies and opinions of the National Assembly Standing Committee agreed with the name of the Law on Identification and Identification Cards.
According to the National Assembly Standing Committee, the use of the name Law on Identification clearly demonstrates its scientific nature, both covering the scope of regulation and subjects of application of the law, and being consistent with the trend of digital society management.

By integrating full information scientifically in the ID card along with the form and method of digital management to ensure mass adoption, the name change to ID card will help make state management more scientific, serving the digital transformation, digital economy , and digital society of the Government.
This also creates favorable conditions and supports people in participating in social activities as well as administrative and civil transactions more and more conveniently.
In addition, the National Assembly Standing Committee said that this content has been consulted with the Politburo and has received consensus and high consensus from the Politburo on the use of the name of the Law on Identification and ID card.
Regarding the content shown on the ID card, Article 18 of the law stipulates that the information printed on the ID card includes: National emblem; The words "SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness"; The words "ID"; Facial photo; Personal identification number; Surname, middle name and given name; Date of birth; Gender; Place of birth registration; Nationality; Place of residence; Date of card issuance; Date of expiration; Place of issuance: Ministry of Public Security.
Article 22 of the Law stipulates that information integrated into the identity card includes: Information on health insurance card, social insurance book, driver's license, birth certificate, marriage certificate or other documents decided by the Prime Minister, except for information on documents issued by the Ministry of National Defense.
Therefore, continuing to use identity cards is no longer appropriate in the current period.
However, to facilitate people to carry out some transactions related to identity cards during the transition period, the law stipulates that identity cards with valid validity issued before the effective date of this law can be used until December 31, 2024.
Legal documents issued using information from identity cards and citizen identification cards shall retain their validity; state agencies shall not require citizens to change or adjust information on identity cards and citizen identification cards in issued documents.
In addition, the law also stipulates that "Citizen identification cards and identity cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024".
