
Circular 27 will take effect from November 1, changing the reporting threshold for electronic funds transfers.
Financial institutions and payment intermediaries must report to the regulatory authority for domestic transactions of VND500 million or more and international transactions of USD1,000 or more.
The report requires full disclosure of the parties involved, account numbers, purpose and timing of the transaction and must be transmitted electronically. Institutions are also responsible for reviewing, suspending or rejecting transactions if they detect suspicious signs.
In addition, the Circular also stipulates the customs declaration level. Accordingly, individuals must declare when entering or leaving the country if they are carrying precious metals (except gold), precious stones or negotiable instruments worth from 400 million VND.
