On the morning of August 5 (local time), within the framework of the State visit to the Arab Republic of Egypt, immediately after the solemn welcoming ceremony held at the Presidential Palace, President Luong Cuong and Egyptian President Abdel Fattah El-Sisi held informal and official talks.

On this occasion, the two leaders issued a Joint Statement upgrading the Vietnam-Egypt bilateral relationship to a Comprehensive Partnership. We respectfully introduce the full text of the Joint Statement:

At the invitation of His Excellency Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, His Excellency Luong Cuong, President of the Socialist Republic of Vietnam paid a State visit to Egypt from August 3-6, 2025.

The two leaders had in-depth talks on bilateral cooperation and shared views on regional and international issues of mutual concern.

Since the establishment of diplomatic relations in 1963, the traditional friendly relationship between the Socialist Republic of Vietnam and the Arab Republic of Egypt has achieved many important achievements and expanded in many fields.

This relationship is strengthened and nurtured on the basis of friendship, equality, mutual respect and cooperation for the benefit of the people of the two countries.

With the desire to further strengthen political trust and elevate the relationship between the Socialist Republic of Vietnam and the Arab Republic of Egypt to a deeper and more comprehensive level, within the framework of President Luong Cuong's State visit to Egypt, the senior leaders of Vietnam and Egypt agreed to upgrade the bilateral relationship to a Comprehensive Partnership.

The upgrade to Comprehensive Partnership reflects the stature of the bilateral relationship in the new period, establishing higher political trust at all levels; expanding the scale and level of cooperation in a more comprehensive, substantive and profound manner in all fields. The upgrade also promotes and strengthens new cooperation mechanisms on the basis of respect for international law, independence, sovereignty, territorial integrity and political systems of each country.

To realize the vision of the Comprehensive Partnership, the two countries agreed to promote cooperation in the following key areas:

I. Political, diplomatic, security and defense cooperation

The two sides continue to further strengthen delegation exchanges and bilateral contacts through all channels, at all levels, especially high levels, in all fields.

In addition, the two countries will promote and improve the effectiveness of existing mechanisms, such as the Joint Committee and Political Consultation; research and promote the establishment of cooperation subcommittees in specialized fields of interest to both sides, including investment, agriculture, etc.

The two sides agreed to strengthen cooperation in the fields of defense, security, law and justice in accordance with the needs and capabilities of each country; Promoting defense and security cooperation will ensure the independence, sovereignty and territorial integrity of each country, and contribute to maintaining a peaceful and cooperative environment in the two regions and in the world.

The two sides also strengthened cooperation and shared experiences in UN peacekeeping and mediation in regional and global conflicts.

On the basis of sharing views on the importance of maintaining peace, stability and prosperity in each region and the world in general, the two sides will continue to closely coordinate and support each other in multilateral forums, including the United Nations, the Association of Southeast Asian Nations (ASEAN), the Arab League (AL), the African Union (AU), and the Non-Aligned Movement (NAM). The two sides will increase consultation, share positions and coordinate to resolve regional and international issues of mutual concern.

II. Economic, trade, investment and agricultural cooperation

The two sides identified trade, investment and agricultural cooperation as important pillars in the new phase of bilateral relations, on the basis of equality, balance and mutual benefit, contributing to the realization of each side's socio-economic development goals.

Both sides welcomed the promotion of research towards initiating negotiations on a feasible bilateral trade and economic agreement.

The two sides pledged to make efforts to enhance trade promotion activities and create maximum conditions for promoting the exchange of goods, including opening markets for some of each other's export products; the two sides agreed to cooperate in building appropriate mechanisms to reduce the trade deficit between the two countries; and strengthen cooperation between commercial banks of the two sides.

The two sides agreed to prioritize promoting investment cooperation and creating favorable conditions for businesses of the two countries to connect, strengthen investment cooperation, encourage businesses to conduct bilateral exchanges, explore investment opportunities in priority areas in each country such as infrastructure, innovation, information technology, digital transformation, energy transformation and exchange of trade promotion delegations between the two countries.

Expand the list of priority goods and sectors including seafood, textiles, electrical equipment, fertilizers, food including Halal products, chemicals, pharmaceuticals, cosmetics, new energy, renewable energy, electric vehicles, logistics, tourism investment, agricultural investment, industrial parks and economic zones.

The two sides agreed to promote bilateral cooperation in the agricultural sector; Enhance the sharing of development experience and agricultural techniques, especially in the fields of aquaculture, rice cultivation, animal and plant quarantine, and sustainable agricultural development; Establish a coordination mechanism between the agricultural quarantine agencies of the two countries to facilitate trade and access to agricultural products; Coordinate in the safety control process for aquatic products exchanged between the two sides.

The two sides agreed to establish a Vietnam-Egypt Business Council to enhance trade and investment cooperation. The council will include leading companies operating in areas of interest to both sides.

The two sides agreed to regularly exchange lists of specialized and international fairs and exhibitions in each country and encourage the business communities of both sides to participate.

The two sides agreed to exchange experiences in digitizing the business registration process, aiming to minimize the time for electronic business registration.

The two sides agreed to share best practices in trade promotion and foster investment opportunities for small, medium and micro enterprises; and support these enterprises in participating in international fairs and forums.

III. Cooperation in science, technology and innovation

The two sides agreed to promote cooperation in the fields of science and technology, digital transformation, innovation and create favorable conditions for businesses of both sides to connect, exchange and cooperate in these fields.

IV. Cultural-social cooperation, labor, education, people-to-people exchange

The two sides agreed to enhance people-to-people exchanges and local connections, effectively implement the signed Memorandums of Understanding in the field of local development and other cooperation agreements between cities, and enhance tourism cooperation, tourism promotion, and attracting tourists from each country.

In addition, the two sides will share experience in tourism management and development, especially sustainable tourism; facilitate visa issuance for citizens of each country to encourage tourism, people-to-people exchange, and cultural cooperation.

The two sides agreed to increase cultural exchange activities and organize cultural promotion activities of each country in the other country; and to strengthen cooperation in the field of education, increase the number of scholarships and expand training to areas of strength for students of each side.
