The Ministry of Education and Training has just issued guidelines for university and college admissions in 2025, including detailed instructions on priority policies.
According to the Ministry's instructions, high schooleducation institutions that change administrative boundaries, relocate or change administrative levels leading to changes in regional priority levels will enjoy different priority levels in each period.
Specifically, each educational institution is assigned a different code. Candidates should base on their study time at the high school and fill in the correct educational institution code to receive the correct priority according to the region.

For example, Nguyen Dinh Lien High School before 2013 was located in Cam Huy Commune, Cam Xuyen District, Ha Tinh Province, Region 2-NT (rural area 2). Since 2014, the school has moved to Cam Duong Commune, Cam Xuyen District, Ha Tinh Province, Region 1 (area 1).
So this school will be assigned 2 different codes: Code 068 - assigned to schools from 2013 and before; Code 053 - assigned to schools from 2014 to present. If a candidate studied at this school from 2013 to 2015, grade 10 will declare the school code 068, grade 11 and grade 12 will declare the school code 053.
According to the Ministry of Education and Training, the regulations on graduation scores in the regulations are understood as conditions (quality assurance thresholds) for candidates to register for admission to training institutions with teacher training majors and majors in the health sector that are licensed to practice.
The Ministry emphasized that training facilities cannot be used as a basis for direct admission because the high school graduation exam regulations stipulate that graduation scores include both regional and target priority scores.
To avoid candidates adding priority points twice, if the training institution uses graduation scores for admission, it must deduct the added priority points, then add the priority points according to the regulations of the admission regulations for admission.
