According to the Ministry of Education and Training's 2025 university and college admissions guidelines, candidates need to prepare evidence to enjoy regional and target priority in university and college admissions in 2025, specifically as shown in the following table:

Where do candidates declare their evidence?

According to the 2025 university and college admissions guidelines of the Ministry of Education and Training, to enjoy regional priority based on permanent residence, candidates and admission points need to log into the system at: http://thisinh.thitotnghiepthpt.edu.vn with the provided account and password, fill in the information in section 5: Permanent residence.

Regarding the documents to enjoy priority according to the subject, candidates declare on the system the permanent residence time of over 18 months in region 1 or/and permanent residence of over 18 months in a particularly difficult commune during the time studying high school or intermediate school (list of difficult communes, particularly difficult communes prescribed by the Ministry of Education and Training).

Candidates need to upload the evidence to enjoy priority according to the regulations (in the table above) into the system. At the same time, candidates must present the original of the above documents for training institutions to compare when completing admission procedures.

The Ministry of Education and Training's admission guidelines also state that the reception points authenticate priority areas and priority subjects for candidates on the system. Training institutions upload evidence of priority areas and priority subjects on the system for checking, reviewing and archiving according to regulations.
