PARENTS LOOKING FOR PRIVATE SCHOOL OPPORTUNITIES
According to the Hanoi Department of Education and Training, it is expected that in the 2024-2025 school year, Hanoi will have nearly 135,000 students graduating from junior high school and taking the entrance exam for grade 10, an increase of 5,732 students compared to last year, while the enrollment rate for grade 10 public high schools is expected to remain unchanged at around 60-62%. Therefore, many parents are looking for options for admission to grade 10 at suitable private schools. Last year, in Hanoi, many schools used IELTS scores of 5 or 6 or higher as a condition for direct admission, such as: Doan Thi Diem High School, Lomonosov Middle School - High School, Le Quy Don Middle School - High School, Luong The Vinh Middle School - High School, Archimedes...

Therefore, many parents, without anyone telling them, invest in their children's study and IELTS preparation early in the hope of getting a direct admission into private schools instead of studying extra and practicing intensely for all 3-4 subjects organized by the city.
Ms. NTT, whose child is in grade 9 at Vietnam - Algeria Secondary School, said that since the end of 2023, she has been online every day to search for information on admission to grade 10 at a series of private schools. Since grade 7, her child has only achieved advanced student status, and the final exam scores of the first semester of grade 9 in three subjects: math, literature, and English are all low, one subject is below average, so the homeroom teacher also advised that there must be a backup plan for her child to enter a private school with admissions. Since grade 7, her child has been practicing for the IELTS exam and has a 5.5 certificate, and she is full of hope that her child will be admitted to a private school to reduce the pressure of exams.
However, Ms. T. and many other parents are worried because every year, private schools adjust their admission plans to be more suitable. Whether international language certificates such as IELTS can be used for direct admission or not is something that parents are anxious about because it seems to be saturated. Therefore, as long as schools do not announce their admission plans, parents and students will be "restless".
Up to this point, not many non-public high schools have announced specific enrollment plans, but most are waiting for the Hanoi Department of Education and Training to approve and assign enrollment targets, then announce detailed plans, including how to select students. Some schools such as Nguyen Sieu High School announced that this year's 10th grade quota is 270 students. The school does not directly recruit students with IELTS, but said that a certificate of 6 or higher is one of the conditions for priority admission.
Le Quy Don Secondary and High School announced that it will enroll 10th grade students by direct admission and selection. In particular, students admitted directly must meet the following conditions: excellent students at district, city, and national levels in cultural subjects; students who have won medals in math, English, science and technology competitions... In particular, this school also directly enrolls students with IELTS scores of 5.5 or higher or TOEFL iBT scores of 65 or higher.

MOST LOCATIONS ONLY TEST 3 SUBJECTS, HANOI IS STILL WAITING
Many provinces and cities have announced plans to enroll students in grade 10 by taking exams in three subjects: literature, math, and foreign language. In previous years, Vinh Phuc, Ninh Binh, and Hung Yen provinces took exams in four to five subjects, but this year they will only organize exams in three subjects for grade 10.
Ninh Binh will only test 2 "hard" subjects: math and literature; the third subject, a 60-minute multiple-choice test, is selected from the following subjects: physics, chemistry, biology, history, geography and English. The Department of Education and Training will announce the third subject on March 1. Similarly, Hung Yen's 10th grade entrance exam only includes math, literature, and English; it will not test natural sciences and social sciences. Vinh Phuc will test 3 subjects: math, literature, and English, instead of 5 subjects like previous years. Among the localities that have announced their 10th grade admission plans, Bac Giang is a rare province in the northern region that still tests 4 subjects: math, literature, English and the 4th subject will be announced in March.
Specifically, the Department of Education and Training of Bac Giang province announced that it will organize a common entrance exam for grade 10 high school with 4 subjects: literature, math, English and a 4th subject (randomly drawn from physics, chemistry, biology, history, geography and civics). The results of the drawing will be announced before March 31.
In Hanoi, the Department of Education and Training is drafting a plan for admission to the first grades of the 2024-2025 school year, including a plan for the 10th grade entrance exam, to submit to the City People's Committee for approval. Director of the Department of Education and Training Tran The Cuong said that the Department has and will continue to propose to the Ministry of Education and Training a policy of adding points in the 10th grade entrance exam for students who won prizes in the city-level 9th grade cultural and science subject excellent student exam.

PRESSURE IN THE FIRST YEAR OF SPECIALIZED SCHOOLS ENDING THE NON-SPECIALIZED SYSTEM
For specialized schools, the Ministry of Education and Training has issued a new circular on operating regulations, which requires that non-specialized classes not be organized in specialized schools. This regulation will be applied starting from the 2024-2025 school year. Therefore, this year, specialized schools across the country will stop enrolling non-specialized students, whether under the name "near-specialized" or "high-quality"...
However, because the schools have not announced specific enrollment plans, parents and students are also waiting to see whether the enrollment quota for specialized programs of the schools will increase or not, and whether there will be any changes in the enrollment plan for specialized programs...
Specialized high schools affiliated with universities have long set their own exam questions and recruited students, so every year they organize long-term, intensive exam preparation courses and mock exams. This year, there is no more admission for non-specialized programs, so students and parents are under more pressure to prepare for exams, take mock exams, etc. to get enough points to pass into specialized schools, instead of hoping for the near-specialized or high-quality programs like previous years.
Meanwhile, Hanoi - Amsterdam High School for the Gifted and Nguyen Hue High School for the Gifted previously did not enroll non-specialized students, so the Ministry's new regulations do not have a significant impact. However, there are two non-specialized high schools that have specialized classes, Chu Van An High School and Son Tay High School, which are expected to continue enrolling specialized classes for the next school year because the Ministry of Education and Training's new regulations do not mention this rather special school model.

However, these schools are also urgently looking for solutions. For example, Chu Van An High School is developing a project to transform into a specialized high school instead of a non-specialized high school with many specialized classes as it has been for a long time. This school has 57 classes with 2,176 students in 4 models, including: specialized classes, general classes, bilingual classes and classes following the dual baccalaureate training program. Currently, the school operates according to the regulations of a normal school. According to Ms. Nguyen Thi Nhiep, the school's principal, if transformed into a specialized high school, the school will operate like other specialized schools nationwide and will no longer enroll non-specialized students.
Ho Chi Minh City: Finding solutions to ensure maximum benefits for students studying at public schools
Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that based on experience in the 10th grade admission work in the 2023-2024 school year, the Department of Education and Training of Ho Chi Minh City proposed a number of solutions and goals to ensure maximum benefits for students studying at public schools, while gradually reducing the rate of students admitted but not applying to public schools.
Accordingly, the Department will compile and analyze in detail all data on admission to grade 10 in the last 3 years by district, county, and secondary school, combined with data on home addresses and distances from home to school of students through 2 years of piloting the application of GIS maps. From there, assessments will be made on the registration of wishes and admission results of each secondary school. Based on the assessment, the Department will coordinate with the Department of Education and Training to review the entire consultation and guidance process of a number of secondary schools with a high rate of successful candidates but not submitting their applications. Change and supplement the competition assessment criteria for evaluating the results of admission to grade 10. The results must be based on the number of students applying to the school, with the goal of avoiding the situation where some units chase after achievements and instruct students to register for schools far from home.
