Ho Chi Minh City's roadmap for educational development towards international integration

Ho Chi Minh City leaders have set out tasks for the education and training sector to develop education in a modern and internationally integrated direction from now until 2030.

The 2025-2026 school year is the first school year after the merger. The Ho Chi Minh City Department of Education and Training has developed a theme for the period from now to 2030 to turn Ho Chi Minh City into a large, typical center of high-quality education and training, quickly approaching international standards, adapting to the digital transformation process, innovation and integration. Incorporating international integration and digital skills into the general education curriculum, developing new education and training models based on digital platforms, creating lifelong learning opportunities for all citizens.

On this basis, Ms. Tran Thi Dieu Thuy, Vice Chairwoman of Ho Chi Minh City People's Committee, proposed a number of key tasks of the city's education and training sector during this period.

Step by step to make English a second language in schools

Specifically, Ho Chi Minh City continues to fundamentally and comprehensively innovate education and training towards modernization, international integration, and promoting digital transformation. The education and training sector needs to firmly pursue the goal of building Ho Chi Minh City into a center for training high-quality human resources for the whole country, the ASEAN region, and towards training global citizens. To do this, it is necessary to continue to innovate educational thinking, perfect the organizational structure, functions, and tasks of education management agencies at all levels; and promote decentralization and delegation of authority.

"Promote digital transformation in education and training, gradually make English the second language in schools before 2030, and strongly apply and organize the teaching of AI (artificial intelligence) and computing in general schools. The goal is to build a digital transformation ecosystem in educational institutions, perfect the management information system and the entire industry database, and connect with the national database," the leader of Ho Chi Minh City emphasized.

In addition, it is necessary to diversify programs, contents and forms of teaching and learning, focus on developing short-term training programs, expanding cultural teaching combined with vocational training, organizing entrepreneurship education, contributing to the streamlining of students after secondary school. At the same time, promote the strengths of Ho Chi Minh City after the merger of Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City, creating new momentum for the development of education.

Building specific mechanisms and policies to attract talent into the education sector

Ho Chi Minh City leaders requested to focus on investing in infrastructure, ensuring equitable access to education and building a learning society. The goal is to maintain 300 classrooms per 10,000 school-age people and ensure that 100% of school-age children go to school. This requires increased investment and school construction; at the same time, building breakthrough mechanisms and policies to promote socialization of education, encouraging the development of high-quality private educational institutions. In particular, priority must be given to ensuring equitable access to education for students in disadvantaged areas, orphans, people with disabilities, and poor households. Quickly overcome the differences in infrastructure conditions and teachers after the arrangement of provincial-level administrative units. Achieving the goals of the Project "Building a learning society in the period of 2021-2030" is a continuous task, aiming to create fair and favorable conditions for all people to learn throughout their lives.

Building and developing a team of teachers and educational managers with sufficient quantity, ensuring quality and good moral qualities. Innovating the model and method of teacher training, linking training in pedagogical colleges with practical activities in schools and implementing teacher training according to the ordering mechanism. Most importantly, it is necessary to innovate the management, inspection, supervision and evaluation of the team of teachers and educational managers in the direction of taking work efficiency as the main measure. Developing specific mechanisms and policies to attract talents to the industry, ensuring material and spiritual conditions for the team to work with peace of mind and dedication.
