On the morning of September 18, in Tam Dao district, Vinh Phuc Newspaper hosted the 28th conference of Party newspapers of provinces and cities in the Northern region in 2023 with the theme: "Local Party newspapers with the task of propagating the construction of advanced new rural communes (NTM) and model cultural villages". Attending the event were comrades: Tran Huy Lam - Deputy Head of the Central Propaganda Department, Dang Thi Phuong Thao - Deputy Director of the Press Department of the Ministry of Information and Communications , Ngo Minh Tuan - Editor-in-Chief of the Party Building Magazine and more than 200 delegates representing leaders and reporters from 25 Party newspapers of provinces and cities in the Northern region; representatives of leaders and reporters of a number of Party newspapers in the Southern, Central and Central Highlands regions. |
Overview of the workshop.
Speaking at the workshop, Editor-in-Chief of Vinh Phuc Newspaper Hoang Thi Nhung emphasized: After more than 12 years of implementation, the program of building new rural areas in our country has achieved comprehensive and historic results. Rural areas have had clear changes in almost all areas, promoting the process of agricultural and rural modernization, improving farmers' lives, and making an important contribution to the socio-economic development of the whole country.

As of February 2023, the whole country had 6,001/8,211 communes (73.08%) meeting the NTM standards, of which 958 communes met the advanced NTM standards and 113 communes met the model NTM standards; the average nationwide achieved 16.9 criteria/commune. There were 255 district-level units in 58 provinces and cities that were recognized by the Prime Minister as having completed their tasks/met the NTM standards (accounting for about 39.6% of the total number of district-level units nationwide).
In addition, 18 provinces and centrally-run cities have 100% of their communes meeting NTM standards; 5 provinces (Nam Dinh, Dong Nai, Ha Nam, Hung Yen and Hai Duong) have been recognized by the Prime Minister as having completed the task of building NTM.

The development of rural areas and agriculture nationwide, especially in the Northern region after more than 12 years of implementing the program, is the result of the efforts in leadership, direction and management of Party committees and authorities from the provincial to the grassroots levels; demonstrating the solidarity, unanimity, consensus and determination of the entire political system and all classes of people. In particular, the important role of press agencies in general and local Party press agencies in particular.
On the journey of building the new rural areas, the Party press agencies have played a good role in pioneering the implementation of the Party's guidelines, the State's and local policies on the new rural construction program into life, promoting effectiveness and efficiency. At the same time, they have strongly encouraged all levels, sectors, mass organizations, business communities and the people to join hands and unite in building the new rural areas.
However, the results of the new rural development program are still uneven, and some criteria are difficult to maintain. Among the many reasons leading to this situation, there are some reasons that stem from the content and communication methods of press agencies in general, and local Party newspapers in particular, which are still inadequate and need to be innovated more strongly to better meet the situation and the needs of readers.
In their speeches at the workshop, delegates from local Party press agencies analyzed in depth the leadership, direction, and implementation of solutions and methods to improve the quality of propaganda for building new rural areas and advanced new rural areas.

In the coming time, press agencies will continue to promote propaganda to bring the Resolution of the 13th National Party Congress and resolutions of Party congresses at all levels into life; create confidence, new momentum and motivation to seriously and effectively implement directives, resolutions, conclusions and regulations of the Central Executive Committee, Politburo, Secretariat, especially Resolution 5 of the 13th Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045; Resolution No. 25 of the 15th National Assembly on approving the investment policy of the National Target Program on New Rural Construction for the 2021-2025 period; Decision No. 318/QD-TTg dated March 8, 2022 of the Prime Minister on promulgating the National Criteria Set for New Rural Communes and the National Criteria Set for Advanced New Rural Communes for the 2021-2025 period and the Politburo's resolutions on the development of economic regions to 2030, with a vision to 2045.

In addition, there needs to be close coordination and connection between Party press agencies in the region to develop and deploy major articles with guiding orientations on new rural construction; the difficulties and limitations of one locality can be lessons for other localities...
Local Party newspapers must identify that propaganda for new rural construction is a regular, long-term task and a political task of the newspaper, and a social responsibility of reporters towards agriculture, rural areas, and farmers.
