The USD Index (DXY), a measure of the greenback's strength against other major currencies, was trading at 99.51, up 0.53% from yesterday, as of 4:30 a.m. (Vietnam time).

The recovery came after the Japanese Ministry of Finance said it would adjust its bond issuance plan, possibly reducing the volume of the offering. This has caused Japanese bond yields to fall sharply and caused the Yen (JPY) to depreciate, thereby boosting the USD in the international market.

In addition to the Japanese factor, the USD also received support from new statements from Minneapolis Fed President Neel Kashkari, who said that interest rates will be maintained at current levels until there is more clarity on tax policy.

He also noted that trade negotiations between the US and major partners like the EU could drag on for months, even years, rather than achieving quick results.

After the Memorial Day holiday that halted trading in the US earlier in the week, investors are turning their attention to a slew of economic data released on Tuesday.

In particular, April durable goods orders and the Dallas Fed manufacturing business index for May will be two important indicators to assess the health of the manufacturing sector - which is greatly affected by the Trump administration's tax policy.

In the short term, the outlook for the USD remains dependent on political and financial developments from Washington and the recovery of the US economy, while the market continues to wait for clearer signals from the Fed and international trade negotiations.
