The poverty rate in ethnic minority areas has decreased by an average of over 3% per year.

Attending the conference at Ca Mau bridge were Vice Chairman of the Provincial People's Committee Nguyen Minh Luan, leaders of the Provincial Vietnam Fatherland Front Committee, the Provincial Ethnic Minorities Committee and relevant departments, branches and sectors.

Reporting at the conference, Ms. Nong Thi Ha, Deputy Minister, Vice Chairman of the Ethnic Minority Committee, said that with the attention of the Party and State, along with the strong participation of all levels, sectors and the efforts of ethnic people, in 2024, ethnic work and ethnic policies have achieved important results, contributing significantly to changing the face of ethnic minority and mountainous areas.

The socio -economic situation in ethnic minority and mountainous areas continues to develop, with positive changes in economic structure. People's livelihoods are increasingly diverse and rich; income is raised, material and spiritual life is constantly improved; the number of poor households is rapidly decreasing. Education and health care are given attention; culture, customs and good practices are gradually preserved and promoted. Security and order are maintained; the great solidarity of ethnic groups is consolidated and strengthened.

The economic growth rate of the ethnic minority and mountainous provinces is quite high. In particular, the Northwestern provinces increased by an average of 8.0%/year, the Central Highlands increased by an average of 7.5%/year, and the Southwestern provinces increased by an average of 7.0%/year.

Up to now, 98.4% of communes in ethnic minority and mountainous areas have car roads to the center; 96.7% of ethnic minority households have access to the national electricity grid; 100% of communes have kindergartens, primary schools, and secondary schools; 99.3% of communes have medical stations; 100% of communes have telecommunications infrastructure and mobile coverage to meet people's communication needs.

Many provinces have an average annual poverty reduction rate of over 3%, exceeding the target set in the Action Program to implement the Ethnic Work Strategy to 2030. The living standards of ethnic minority and mountainous people have improved, contributing to consolidating and enhancing people's trust in the Party and State.

Besides the achieved results, the ethnic minority and mountainous areas still face many difficulties: The economy is slow to develop compared to the potential of the region and is not sustainable; the socio-economic infrastructure is still lacking and weak, not meeting the development requirements; the life of ethnic minority and mountainous people still faces many difficulties; although hunger eradication and poverty reduction has made progress, the rate of poor and near-poor households is still high; poverty reduction is not sustainable; the gap in living standards between ethnic minority and mountainous areas and the general level of the whole country is slow to narrow,...

The conference set out 13 key tasks in 2025, including continuing to effectively implement the Directives, Resolutions, and Conclusions of the Party, the National Assembly, the Government, and the Prime Minister's directives and management documents related to ethnic affairs; implementing the assigned contents and tasks on innovation and reorganization of the political system to be streamlined and operate effectively and efficiently, in Resolution No. 18-NQ/TW of the 12th Party Central Committee; strengthening supervision and inspection to handle and remove difficulties and obstacles in implementing the National Target Programs (NTPs); speeding up the disbursement of public investment capital, ensuring the completion of the plan for the 2021-2025 period and proposing tasks for the 2026-2030 period...

Appreciating the results of ethnic work in recent times, Permanent Deputy Prime Minister Nguyen Hoa Binh highly agreed with the 13 proposed tasks. At the same time, noting that 2025 is the last year of the term, a year with many important political events, he requested the ethnic sector to identify political tasks, place a higher sense of responsibility in implementing ethnic policies for ethnic minorities and mountainous areas; closely follow the Party's guidelines, resolutions of the National Assembly, and major policies, and definitely not have any remaining tasks from Phase I, especially from the National Target Programs; departments, ministries, branches and localities need to make efforts to implement the 2 National Target Programs on poverty reduction and socio-economic development in ethnic minority and mountainous areas, to narrow the gap between mountainous areas and plains.

The Deputy Prime Minister directed that central and local agencies need to pay attention to research and streamline their apparatus to be ready for new tasks; do a good job of disbursement, promptly remove difficulties in accordance with reality; strengthen propaganda and mobilize people, so that the Party's determination to escape poverty becomes the people's determination to escape poverty, so that ethnic policies can be more effective./.
