Vice Chairman of the Lam Van Bi Provincial People's Committee emphasized: "The task of improving and enhancing the province's PAR INDEX and SIPAS Index must be considered a key task for the entire political system. Therefore, we must focus on effectively implementing comprehensive administrative reform in all areas. We must enhance the role and responsibility of the heads of agencies, units, and localities; and at the same time, take measures to address shortcomings in order to improve and enhance the PAR INDEX and SIPAS Index in 2025 and subsequent years."

To achieve the above objectives, the province is promoting the application of information technology in management and administration, especially in building and developing e-government and digital government. At least 30% of agencies and units will undergo administrative reform inspections, and all issues discovered during inspections will be promptly addressed or recommendations for resolution will be made in accordance with regulations.

The document management and operational system (iOffice) has so far been deployed to 661 state agencies and units from the provincial to the commune level, with nearly 11,000 active user accounts; the rate of digital signature usage has reached 100%, the rate of outgoing documents using digital signatures has reached 99.75%, and the rate of work files processed online has reached over 93%.
