Intensify public awareness campaigns to encourage people to choose and use online application submission methods, rather than having others do it for them, so that people gradually become familiar with the steps involved in the electronic process.
Since the beginning of the year, the Provincial Administrative Reform Inspection Team has conducted random inspections of administrative procedures in the land sector, including records of extracting cadastral maps and surveying land parcels. Simultaneously, they have directly contacted all citizens whose names appeared in the inspected records to survey their satisfaction levels at the land registration office branches in three district-level units: Dam Doi, Tran Van Thoi, and Ngoc Hien; thereby promptly rectifying the implementation process.
The Chairman of the Provincial People's Committee requested that agencies, units, and localities continuously innovate and be creative in administrative reform, proactively researching, implementing, or proposing new initiatives and solutions in implementing administrative reform at their respective agencies, units, and localities. The goal is for each provincial department and agency to have at least one new initiative or solution in administrative reform with application within the province each year. The aim is for the province to have at least three new initiatives or solutions on administrative reform recognized by the Ministry of Interior each year.
One of the solutions to improve citizen satisfaction is for the province to continue reviewing and simplifying administrative procedures, especially those related to production and business activities. Since the beginning of the year, the Chairman of the Provincial People's Committee has decided to reduce the processing time for 5 administrative procedures by 20% or more. To date, over 1,400 administrative procedures across the province have had their processing times reduced compared to regulations, creating favorable conditions for citizens and businesses. At the same time, the province continues to improve efficiency in receiving applications and delivering results for 105 administrative procedures under the jurisdiction of the provincial and district levels, regardless of administrative boundaries; 986 applications have been received since the beginning of the year.
In the first few months of this year, the rate of timely and early processing of applications was high: 100% at the provincial level, 99.73% at the district level, and 99.73% at the commune level; the average satisfaction level of citizens and businesses with the services of state administrative agencies reached 97.4%.
“Agencies, units, and localities must clearly define the steps in the administrative procedure resolution process, ensuring clarity of responsibilities, tasks, and completion times. Officials and civil servants directly involved in the administrative procedure resolution process must regularly review administrative procedure files to ensure timely resolution. Strengthen inspection and supervision to promptly identify officials and civil servants who do not meet requirements or are slow in processing administrative procedure files for organizations and individuals; handle and recommend handling cases of officials and civil servants who commit violations in the process of resolving administrative procedures,” directed Vice Chairman of the Provincial People's Committee Lam Van Bi.
The Chairman of the Provincial People's Committee also requested that the communication efforts be focused and targeted, encouraging people to choose and use online application submission methods, rather than having people directly handle the process for them. This will help people gradually become proficient in performing the steps electronically, contributing to an increased rate of online public service usage. The goal is to have 100% of administrative procedure applications received and processed by the province's administrative agencies synchronously and publicly available on the National Public Service Portal and the province's Administrative Procedure Resolution Information System by 2025.
Currently, alongside streamlining the organizational structure and rearranging commune-level administrative units, Ca Mau is urgently restructuring and reorganizing the workforce of civil servants and public employees at all levels and in all sectors according to job positions; ensuring that 100% of civil servants and public employees are assigned according to the approved job position plan. At the same time, it is reviewing and evaluating the workforce of commune-level officials and civil servants; from there, it is developing a roadmap for arranging commune-level officials and civil servants to meet the required conditions and standards regarding political qualifications and professional expertise, ensuring the fulfillment of tasks after the reorganization.
