Pursuant to Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister, Lao Cai province has approved the Housing Support Project for poor and near-poor households in the four poor districts of Simacai, Bac Ha, Muong Khuong, and Bat Xat in Decision No. 2695/QD-UBND dated November 10, 2022. According to the Project, 7,555 houses will be supported (2,808 new houses will be built and 4,747 houses will be repaired) with a total cost of nearly 415 billion VND. In 2023, 1,292 houses will be built and repaired, with nearly 45 billion VND disbursed. From the beginning of 2024 to present, 3,905 houses have been supported for construction and repair; nearly 95.5 billion VND has been disbursed. Regarding the central budget capital allocated in 2024, sufficient capital has been allocated to the People's Committees of poor districts to implement the project, and 100% of the disbursement has been completed.

During the implementation of Project 5, Storm No. 3 occurred in September 2024, causing severe damage to housing in Lao Cai province, leading to an increase in the volume of newly built and repaired houses. Due to the need to implement synchronously in all villages, communes and districts in the province, the construction progress encountered many difficulties. There is a shortage of construction workers and construction materials in some localities. The central government's support fund is not enough to build a house, many households do not have the corresponding money to repair and build new houses...

Speaking at the meeting, leaders of Muong Khuong and Bac Ha districts reported on the implementation status and difficulties and obstacles in the implementation of Project 5 in the area. In particular, the funding level to support the construction of new houses and repair of houses for poor and near-poor households is still low and constantly changing, causing difficulties for localities in the process of propaganda and mobilizing people to implement. In addition, there are difficulties in granting land use right certificates to people, many households do not have counterpart funds to repair and build new houses... Local leaders recommended to the Working Group that the policy to support the construction of new houses and repair of houses needs to be more flexible; proposed to transfer capital from slow-disbursement projects to Project 5 to implement housing support; have appropriate solutions for counterpart funds of households; Early allocation of 2025 funding sources of the National Target Program on Sustainable Poverty Reduction to localities to implement project 5, ensuring the set plan goals.
The Deputy Director of the Department of Labor, War Invalids and Social Affairs said that currently, the implementation of Project 5 in the province is still facing difficulties in determining the number of poor and near-poor households; in building houses on land suitable for the intended use; regulations on supported subjects are still narrow; support levels are still low...
Speaking at the meeting, Mr. Nguyen Trong Hai, Vice Chairman of the Provincial People's Committee, said that according to the Project, the whole province has 7,555 houses in need of support for new construction and repair; however, due to the impact of storm No. 3 and storm circulation, this number has increased and Lao Cai province continues to review the number of households in need of support. Regarding the implementation of Project 5, Lao Cai has established a Steering Committee to directly direct, urge the construction, planning, resource allocation and set higher targets for localities to strive to complete; established a Working Group to deploy guidance, inspect and supervise housing support work in 04 poor districts. At the same time, strengthen propaganda and mobilization work so that people know, understand and agree to jointly implement the project.

At the meeting, the Vice Chairman of the Provincial People's Committee also mentioned ensuring funding sources to implement Project 5; removing difficulties in counterpart funds; disbursement work; publicizing the list of poor and near-poor households proposed for support in building new and repairing houses.... When identifying difficulties and obstacles in the implementation process in 2023, Lao Cai province has drawn lessons and found solutions to remove them, speeding up the implementation progress of Project 5 in 2024. Currently, Lao Cai province is resolutely directing the implementation of the work of eliminating temporary and dilapidated houses. Through review, in the period of 2024 - 2025, the whole province has 11,024 houses in need of support for new construction and repair; the goal is to strive for no temporary or dilapidated houses in the province by the end of June 2025.
At the meeting, the delegation of the Department of Housing and Real Estate Market Management said that they were very impressed with the results that Lao Cai province has achieved in implementing Project 5 of the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025; especially the leader of the Provincial People's Committee in charge has closely followed the area, closely grasped related data and directed the implementation very strongly with many solutions to remove difficulties and obstacles regarding residential land, counterpart funds, construction materials, etc. The delegation also informed about the allocation of capital from the National Target Program for Lao Cai province to implement Project 5; explained the funding standards for supporting new construction and repair of houses for poor and near-poor households, etc.
Comrade Ha Quang Hung, Deputy Director of the Department of Housing and Real Estate Market Management, highly appreciated Lao Cai province for its determination and resoluteness in implementing Project 5 in the province.
At the same time, Lao Cai province is requested to complete the Report, supplement the implementation of capital allocation of the province to localities, the disbursement rate for each year, proposals and recommendations on housing support policies in the next phase; at the same time, review the data and adjust Project 2695 to support housing for poor and near-poor households, issue model house designs... The working group also discussed and answered some proposals and recommendations of Lao Cai province at the working session on counterpart funds, support levels, beneficiaries, and implementation funding arrangements.../.
