The Provincial People's Committee is implementing digital transformation in 2024.

On March 25th, Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Digital Transformation Steering Committee, and Head of the Working Group for the Project on Developing Data Applications on Population, Identification and Electronic Authentication to Serve National Digital Transformation in the period 2022-2025, with a vision to 2030 (Project 06/CP), chaired a meeting to implement digital transformation tasks for 2024 and Project 06/CP in the province.

In 2023, digital transformation in the province received significant attention and focused implementation, achieving important results, with 17 out of 23 targets met or exceeded. The work of disseminating information and raising awareness about digital skills continued to be prioritized; leadership and guidance showed many positive changes, with most units establishing Digital Transformation Steering Committees and digital transformation plans to guide implementation. Regarding the development of digital government, the exchange and processing of electronic documents online reached 98.90% at the provincial level, 96.52% at the district level, and 94.89% at the ward/commune level. The use of personal digital signatures throughout the province reached 97.22%, an increase of 9.48% compared to the same period. Regarding the development of the digital economy , the total value of cashless payments was estimated at VND 314,792 billion, an increase of VND 67,436 billion compared to the same period. Regarding the development of the digital society, the province has accelerated the deployment of platforms supporting education and teaching, electronic health records for citizens, digital citizenship, and digital payments; 146,587 addresses have been collected and updated on the digital address platform software, reaching 100%.

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the meeting.

Regarding the implementation of Project 06/CP, many positive results have been achieved. Notably, Ninh Thuan is one of 28 provinces and cities nationwide that completed the target of issuing citizen identification cards, finishing 52 days ahead of the target set by the Ministry of Public Security ; it is one of 24 provinces/cities that completed the target of activating electronic identification accounts for citizens; the rate of implementation of 53 essential public services reached 85.2%; and the police force at all levels completed 14 targets for cleaning up population data, ensuring that the data is "accurate, complete, clean, and relevant"...

In his remarks at the meeting, the Chairman of the Provincial People's Committee requested the Department of Information and Communications to coordinate and guide all levels, sectors, agencies, units, and localities to urgently develop the 2024 digital transformation plan for each agency and unit, ensuring clear responsibilities, tasks, and timelines, along with the allocation of resources for implementation. He directed telecommunications enterprises to focus on investing in upgrading and developing digital infrastructure, with a focus on developing telecommunications infrastructure, eliminating signal gaps, and expanding 5G coverage, to be completed by April 2024. He also emphasized building complete databases with high connectivity to the national system, strengthening the province's synchronous connectivity; improving the quality of online public services, perfecting and applying technology for convenient and efficient exploitation of shared data to serve the management, operation, and activities of citizens and businesses, and increasing the satisfaction level of citizens and businesses. Implement solutions to increase the rate of smartphone use among the population. Develop software for digitizing and storing electronic data according to Project 06/CP. Continue to mobilize investment resources from society to implement digital transformation; support businesses in digital transformation in various fields, especially those operating in key sectors; leverage the capabilities and strengths of strategic partners that have signed agreements in carrying out digital transformation tasks. The comrade also requested that agencies, units, and localities urgently review and direct the implementation of digital signatures to achieve a 100% rate; and at the same time, urgently establish a Steering Committee for Digital Transformation and develop a program and action plan to implement digital transformation tasks in their respective sectors and localities, ensuring that by 2024 each sector, locality, and 100% of communes, wards, and towns register to have "at least one digital transformation product".
