The Ho Chi Minh City People's Committee has assigned responsibility to the Department of Education and Training, the Thu Duc City People's Committee, and the districts and communes for guiding and managing extracurricular tutoring activities.

On February 7th, the Ho Chi Minh City People's Committee issued a document to the Ho Chi Minh City Department of Education and Training, the Thu Duc City People's Committee, and the districts and communes regarding the implementation of Circular 29 of the Ministry of Education and Training regulating supplementary teaching and learning.
Accordingly, the Ho Chi Minh City People's Committee's official document states that, based on Circular No. 29/2024/TT-BGDĐT dated December 30, 2024, of the Ministry of Education and Training regulating supplementary teaching and learning, the Chairman of the Ho Chi Minh City People's Committee directs as follows:
- The Department of Education and Training is tasked with leading and coordinating with relevant agencies to advise the City People's Committee on issuing regulations regarding supplementary teaching and learning in the city.
- To guide and organize the implementation of regulations on supplementary teaching and learning for schools, organizations, and individuals under its management within the locality.
- Organize or coordinate with relevant agencies to conduct inspections and checks on tutoring activities within their jurisdiction; handle violations within their authority or propose that competent authorities handle them.
The People's Committee of Ho Chi Minh City has assigned the following tasks to the chairmen of the People's Committees of Thu Duc City and the districts and communes:
- Responsible for managing extracurricular tutoring activities in the area.
- Direct the Department of Education and Training to guide, organize, or coordinate with relevant agencies to inspect tutoring activities within its jurisdiction; handle violations within its authority or propose that the competent authority handle them.
- Direct the People's Committees at the commune level to supervise and inspect the compliance with legal regulations on working hours, overtime hours, and legal regulations on security, order, safety, environmental hygiene, and fire prevention and control by organizations and individuals providing extracurricular tutoring outside of schools in the area.
From February 14th, Circular 29 of the Ministry of Education and Training, regulating supplementary tutoring, officially came into effect.
