The People's Committee of Ho Chi Minh City has just issued a Plan to implement the Project on arranging, assigning and implementing regimes and policies for cadres, civil servants, public employees, part-time workers and workers after rearranging the organization and administrative units of the political system in the area.
Accordingly, departments - branches, People's Committees of districts, Thu Duc City, People's Committees of communes, wards and towns shall evaluate and review cadres, civil servants, public employees and workers within agencies and units to reorganize the apparatus and administrative units at all levels.

Units develop a project to reorganize the organization, apparatus and plan to reorganize and restructure the staff, civil servants, public employees and workers at agencies and units according to the direction and orientation of the Central Government, the City Party Committee and the People's Committee of Ho Chi Minh City.
The project must ensure consistency and consistency, closely linked to the plan to reorganize the apparatus of the agency or unit; achieve the goal of reducing at least 20% of civil servants and public employees receiving salaries from the state budget to reduce the payroll within 5 years - from the date of the decision of the competent authority on reorganizing the apparatus and administrative units at all levels (reducing at least 4% each year).
Specifically, the head of the agency, organization, or unit consults the collective leadership of the Party Committee and government at the same level to issue evaluation criteria.
Then review and evaluate the overall quality of cadres, civil servants, public employees and workers under the management scope and consider voluntary resignation applications of cadres, civil servants, public employees and workers.
At the same time, identify those who must quit their jobs due to streamlining the organizational structure, reducing staff, restructuring and improving the quality of staff, civil servants and public employees, and improving the effectiveness and efficiency of operations.
The organization and implementation of the assessment and classification of cadres, civil servants, public employees and workers must ensure accuracy, objectivity, seriousness, fairness, openness and transparency. Absolutely do not allow the occurrence of "leveling", favoritism, bias and policy exploitation during implementation.
The collective leadership of the Party Committee and the heads of agencies, organizations and units are responsible for evaluating, screening and selecting candidates for resignation to retain and promote cadres, civil servants and public employees with outstanding qualities and abilities; resolving resignations according to wishes, ensuring science , fairness, objectivity, rationality and humanity.
Promote digital transformation and apply information technology at the highest level in the implementation of tasks and public services and in the evaluation and classification work; ensure that the evaluation and classification results accurately reflect the performance of cadres, civil servants, public employees and workers.
Make a list and estimate the amount of money to implement the policy for each case of unemployment and cases of voluntary unemployment with a resignation application according to the provisions of Decree 178/2024 and Decree 67/2025 and be responsible for your proposal, send it to the Department of Home Affairs to synthesize and report to the Ho Chi Minh City People's Committee for consideration and decision according to the management hierarchy.
