This is one of the important contents of the urgent telegram from Minister of Culture, Sports and Tourism Nguyen Van Hung just sent to local departments under his management to respond to storm No. 3.
The Minister requested the Directors of the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, and Departments of Tourism in provinces and cities (Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Lao Cai, Lai Chau, Dien Bien, Son La, Tuyen Quang, Cao Bang, Lang Son, Thai Nguyen, Phu Tho, Bac Ninh, Hanoi ) to closely follow the direction of the Government and the Prime Minister, update and monitor the situation and developments of the storm, step up inspection and review of all tourist accommodation establishments, tourist attractions, especially coastal areas, islands, areas at risk of landslides and flash floods; propagate and coordinate with competent agencies and local authorities, mobilize and relocate boats and means of tourism activities at sea, evacuate tourists in the area to safe places.
Industry leaders focused on directing press agencies, radio and television stations and grassroots information to increase updates on storm forecasts from the National Center for Hydro-Meteorological Forecasting, increase the duration and frequency of broadcasting storm forecasts, promptly notify people to proactively prevent and respond to storms, instruct people on prevention, response skills, and minimize damage, especially people in dangerous areas, directly affected by storms, and areas at risk of flash floods and landslides.

Also in the telegram, the Minister requested the Press Department, the Department of Radio, Television and Electronic Information and the Department of Grassroots Information and External Information to continue directing press, media and grassroots information agencies nationwide to further promote propaganda, broadcasting, timely reporting and warning people about the storm's developments and the risk of floods and landslides. In particular, focusing on information on skills, prevention, response in cases that may occur due to the influence and impact of the storm.
The Construction Investment Project Management Board is required to proactively grasp the situation and direct contractors to develop specific response plans, deploy measures to ensure safety for construction works, and prepare available forces, means, and materials to respond to and overcome the consequences of storms and floods (if any).
Directors of departments under the Ministry in provinces and cities, heads of agencies and units under the Ministry in the above localities shall arrange forces, materials, means, assign leaders and officers to be on duty 24/7 to monitor the storm's developments, and organize timely response when situations arise in the area./.
Hanoi, Quang Ninh, and Ninh Binh have stopped or restricted visitors at many tourist destinations ahead of storm Wipha.
Northern coastal provinces including Quang Ninh, Hai Phong, Hung Yen, Thanh Hoa have banned sea travel and sea tourism activities since July 20. The ban will last until the storm no longer affects them.
