Responding to heavy rain, flood risk from tonight to July 12

(Chinhphu.vn) - The Ministry of Agriculture and Environment has just issued an urgent dispatch to the People's Committees of provinces and cities in the Northern region, requesting them to proactively respond to heavy rain, risks of floods, inundation, flash floods and landslides from tonight until July 12.

According to the bulletin from the National Center for Hydro-Meteorological Forecasting, from the night of July 9 to July 10, 2025, the mountainous and midland areas of the North are expected to have moderate to heavy rain, with common rainfall from 30-70mm, some places exceeding 150mm.

From the evening and night of July 10 to July 12, the rain will expand with a total amount of 70-150mm, some places over 300mm and warnings of the risk of heavy rain over 150mm/3 hours. This phenomenon can cause flooding in low-lying, urban, industrial areas, and also poses the risk of flash floods on rivers, small streams and landslides on steep slopes.

To minimize damage, the Ministry of Agriculture and Environment recommends that localities immediately implement 9 emergency measures.

First, closely monitor forecasts, warnings and promptly inform local authorities and people to proactively prevent; Second, deploy shock forces to inspect and clear water flows in riverside areas, streams, low-lying areas at risk of flooding, flash floods, landslides, and at the same time organize the evacuation of people to safe places.

Third, arrange forces to guard and control traffic at culverts, spillways, deeply flooded areas or areas at risk of landslides, and resolutely not allow people and vehicles to pass when it is unsafe to avoid unfortunate damage due to subjectivity. Fourth, review key works and unfinished construction works to ensure safety for industrial parks, urban areas and mineral exploitation areas. Fifth, implement measures to protect dikes and reservoirs, and prepare forces to operate and handle situations.

Along with that, it is necessary to prepare a plan to drain water to prevent flooding for production, industrial parks and residential areas; Maintain rescue forces and means to respond when needed. Eighth, direct local media agencies to increase updates on heavy rain developments, helping people proactively respond. Finally, be on duty seriously and regularly report to the Ministry through the Department of Dyke Management and Disaster Prevention and Control.

The Ministry of Agriculture and Environment calls on localities to urgently implement the above measures to protect lives, property and production in the face of upcoming adverse weather conditions.
